This book analyzes Myanmar’s contemporary political history, arguing that Myanmar’s so-called "democratization" has always been a calculated regime transition, planned by the military, with every intention that the military to remain the key permanent political actor in Myanmar’s political regime. Using the period since Myanmar’s regime change in 2011 as an extended case study, this book offers an original theory of regime transition. The author argues that Myanmar’s ongoing regime transition has not diverged from its authoritarian military roots and explains how the military has long planned its voluntary partial withdrawal from direct politics. Therefore, Myanmar’s "disciplined democracy" contains features of democratic politics, but at its core remains authoritarian. Providing an original contribution to the theoretical literature on regime change by developing a theory of trial and error regime transition, the book engages with and challenges the popular democratization theory by arguing that this theory does not sufficiently explain hybrid regimes or authoritarian durability. Additionally, the book adds to an alternative understanding of how the regime transition was initiated by examining the historical evolution of Myanmar’s post-colonial regime and offers a fresh perspective on contemporary political developments in Myanmar. Across the world states are seeking out new and secure supplies of energy but this search is manifesting itself most visibly in Asia where rapid industrialisation in states such as China and India is fomenting a frantic scramble for energy resources. Due to entrenched societal inequities and widespread authoritarian governance, however, the pursuit of national energy security through transnational energy projects has resulted in devastating impacts on the human and environmental security of local populations. These effects are particularly evident in both Thailand and Myanmar (Burma), which, located at the crossroads of Asia, are increasingly engaged in the cross-border energy trade. Market liberalization in Myanmar began in 1988 and had some unanticipated consequences. As farmers began to operate in a context with greatly reduced government control, there was an explosion in the production of green gram, which became extremely popular as an export crop. However, market liberalization in the industry surrounding this new export-oriented crop gave rise to growing economic disparities, largely determined by access to land, capital and credit. Ikuko Okamoto explores these issues through a detailed case study of Thongwa Township, a place east of Yangon (Rangoon) in the major green gram producing region in the country. She shows that farmers responded quickly to policy changes and made maximum use of new opportunities, even in a country where socialist policies had previously limited such opportunities. She also traces the consequences for different social groups in rural Myanmar, and shows that traders benefited the most from the new arrangements, and landless laborers the least. Her research offers important insights into the transition from a socialist to a market-based economy, and local-level responses to market incentives. It also shows that the success or failure of new crops in a peasant economy largely depends on whether the crop is compatible with the initial resource endowment.
