Being critical and empirically grounded, the book explores the complex, often counter-balancing consequences of the involvement of traditional authority in the wave of democratization and liberal-style state-building that has rolled over sub-Saharan Africa in the past decade.

Sub-Saharan Africa faces many development challenges, such as its size and diversity, rapid urban population growth, history of colonial exploitation, fragile states and conflicts over land and natural resources. This collection, contributed from different academic disciplines and professions, seeks to support the UN Habitat New Urban Agenda passed at Habitat III in Quito, Ecuador, in 2016. It will attract readers from urban specialisms in law, geography and other social sciences, and from professionals and policy-makers concerned with land use planning, surveying and governance. Among the topics addressed by the book are challenges to governance institutions: how international development is delivered, building land management capacity, funding for urban infrastructure, land-based finance, ineffective planning regulation, and the role of alternatives to courts in resolving boundary and other land disputes. Issues of rights and land titling are explored from perspectives of human rights law (the right to development, and women's rights of access to land), and land tenure regularization. Particular challenges of housing, planning and informality are addressed through contributions on international real estate investment, community participation in urban settlement upgrading, housing delivery as a partly failing project to remedy apartheid's legacy, and complex interactions between political power, money and land. Infrastructure challenges are approached in studies of food security and food systems, urban resilience against natural and man-made disasters, and informal public transport.

Explores various aspects of chiefly authority in South Sudan from its historical origins and evolution under colonial, postcolonial and military rule, to its current roles and value in the newly independent country. South Sudan became Africa's newest nation in 2011, following decades of armed conflict. Chiefs - or 'traditional authorities' - became a particular focus of attention during the international relief effort and post-war reconstruction and state-building. But 'traditional' authority in South Sudan has been much misunderstood. Institutions of chiefship were created during the colonial period but originated out of a much longer process of dealing with predatory external forces. This book addresses a significant paradox in African studies more widely: if chiefs were the product of colonial states, why have they survived or revived in recent decades? By examining the long-term history ofchiefship in the vicinity of three towns, the book also argues for a new approach to the history of towns in South Sudan. Towns have previously been analysed as the loci of alien state power, yet the book demonstrates that thesegovernment centres formed an expanding urban frontier, on which people actively sought knowledge and resources of the state. Chiefs mediated relations on and across this frontier, and in the process chiefship became central to constituting both the state and local communities. Secessionism perseveres as a complex political phenomenon in Africa, yet often a more in-depth analysis is overshadowed by the aspirational simplicity of pursuing a new state. Using historical and contemporary approaches, this edited volume offers the most exhaustive collection of empirical studies of African secessionism to date. The respected expert contributors put salient and lesser known cases into comparative perspective, covering Biafra, Katanga, Eritrea and South Sudan alongside Barotseland, Cabinda, and the Comoros, among others. Suggesting that African secessionism can be understood through the categories of aspiration, grievance, performance, and disenchantment, the book's analytical framework promises to be a building block for future studies of the topic.

Travelling Models offers a theoretical concept for comparative research on conflict management in Africa in processes of globalization: how is change in one place related to developments in other places? Why are certain issues that are important in one place taken up in other places, while others are not? The authors examine how the travel of models enact changes, particularly in African conflict situations, most often in unexpected ways. They look at what happens when a model has been put into practice at a conflict site, and they pay attention to the forms of social (re-)ordering resulting from this process. Decentralization reforms introduced to Africa in the 1990s have not always delivered the intended long-term outcomes. This is a collection on the consequences of these reforms two decades on. In addition to general and comparative overviews, the book contains case studies on Ghana, Senegal, Zimbabwe, Namibia, Ethiopia, and Uganda. The common theme across the chapters is that the reforms seem to have engendered political consequences beyond decentralization itself – mostly through interaction with the broader historical, political, social, and economic context. The book thus speaks both to the scholarly literature (on decentralization, democratization, and development) and to the community of development practitioners. Most of the literature on decentralization and development emphasizes questions of institutional design and policy, but here the harder-to-pin-down political patterns marking the workings of decentralization are the main focus of analysis. The debates on development, through the case studies, are connected to the scholarly literatures on comparative federalism, comparative decentralization, and local democracy. The main conclusion that emerges from the studies in the book is that no magic formula that can turn countries into peaceful, stable, and prosperous democracies overnight exists. Furthermore, there are risks involved in importing formal institutions without regard to the local historical, political, social, and economic context. This book offers an innovative approach to migration by exploring Somali youths’ tahriib, their ‘journey into the unknown’. When young Somali men and women refer to the ‘unknown’, they recognize the uncertainty of their journeys. This uncertainty is partly due to the laws and policies that restrict the right to cross national boundaries and define their movements as illegal. Based on fieldwork conducted with Somali youth, mainly from Somaliland, the book details their perceptions of the journey and their practices on the way. The author shows how they position themselves in a constantly changing world before and during the so-called migration crisis that began in 2015. A vital part of tahriib is the constant search for information on possible routes ahead, a search that intensifies as the journey progresses. Specific policy responses, such as biometric registration, influence practices of gathering and sharing information. They have implications for the creation and shattering of hope and the experience of time en route. The book demonstrates that tahriib is ultimately about spending one’s time wisely and about creating and maintaining hope in what may seem hopeless situations.

Drawing on field-based data and experiences from the practice of democratic decentralization and local governance over the last three decades in Ghana, this book examines whether and how democratic decentralization and local governance reforms in developing countries have produced the anticipated development outcomes. In seventeen related contributions, the authors present four relevant focal themes, including conceptual and historical trajectories of decentralization and local governance; institutional choice, democratic representation, and poverty reduction; local governance, resource capacity, and service delivery; and non-state actors, local governance and sustainable development.
