This book examines the evolution, impact, and future prospects of the Security Sector Reform (SSR) model in conflict-affected countries in the context of the wider debate over the liberal peace project. Since its emergence as a concept in the late 1990s, SSR has represented a paradigm shift in security assistance, from the realist, regime-centric, train-and-equip approach of the Cold War to a new liberal, holistic and people-centred model. The rapid rise of this model, however, belied its rather meagre impact on the ground. This book critically examines the concept and its record of achievement over the past two decades, putting it into the broader context of peace-building and state-building theory and practice. It focuses attention on the most common, celebrated and complex setting for SSR, conflict-affected environments, and comparatively examines the application and impacts of donor-supported SSR programing in a series of conflict-affected countries over the past two decades, including Afghanistan, Sierra Leone, the Democratic Republic of Congo, East Timor and Bosnia-Herzegovina. The broader aim of the book is to better understand how the contemporary SSR model has coalesced over the past two decades and become mainstreamed in international development and security policy and practice. This provides a solid foundation to investigate the reasons for the poor performance of the model and to assess its prospects for the future. This book covers the period spanning the international invasion of Afghanistan in 2001 to the foreign military withdrawal in 2014. It explores and dissects the conflictual encounter between international troops, statebuilders and donors on the one hand, and Afghan elites and the wider population on the other. It brings together a group of leading experts and analysts on Afghanistan who examine the varied reasons behind the mixed and often perverse effects of exogenous state-building and reflects upon their implications for wider theory and practice. The starting point of the various contributions is a serious engagement with empirical realities, drawing upon extended experience and field research. Their exploration of the unfolding dynamics and effects of external intervention raise fundamental questions about the core premises underlying the state-building project. Security Sector Reform (SSR) remains a key feature of peacebuilding interventions and is usually undertaken by a state alongside national and international partners. External actors engaged in SSR tend to follow a normative agenda that often has little regard for the context in post-conflict societies. Despite recurrent criticism, SSR practices of international organisations and bilateral donors often remain focused on state institutions, and often do not sufficiently attend to alternative providers of security or existing normative frameworks of security. This edited collection explores three aspects that add an important piece to the puzzle of what constitutes effective Security Sector Reform (SSR). First, the variation of norm adoption, norm contestation and norm imposition in post-conflict countries that might explain the mixed results in terms of peacebuilding. Second, the multitude of different security actors within and beyond the state which often leads to multiple patterns of co-operation and contestation within reform programmes. Third, how both the multiplicity of and tension between norms and actors further complicate efforts to build peace or, as complexity theory would posit, influence the complex and non-linear social system that is the conflict-affected environment. In applying concepts of power, hybridity and resistance, and providing different kinds of hybridity and resistance to explore post-conflict peacebuilding in Sierra Leone, the author makes an original contribution to existing literature by providing various ways in which power can be exercised not just between locals and internationals, but also among locals themselves and the nature of peace that is produced. This volume provides various ways in which hybridity and resistance can be manifested. A more rigorous development of these concepts not only offers a better understanding of the nature of these concepts, but also helps us to distinguish forms of hybridity and resistance that are emancipatory or transformatory from those that result in people accommodating themselves to their situation. This book examines Israel’s civil-military relations (CMR) in order to explore alternatives to orthodox Western models of security sector reform (SSR) in post-conflict societies. This book argues that the guidelines of SSR have always tended to draw on theoretical work in the field of CMR and focus too heavily on Western, liberal democratic models of governance. Consequently, reform programs based on these guidelines, and intended for use in post-conflict and conflict-affected states, have had, at best, mixed results. The book challenges the necessity for this over-reliance on traditional Western liberal democratic solutions and instead advocates an alternative approach. It proposes that by drawing on an unconventional CMR model, that in turn references the specific context and cultural background of the particular state being subject to reform, there is a significantly higher chance of success. Drawing on a case study of Israel's CMR, the author seeks to provide practical assistance to those working in this area and considers the question of how this unorthodox CMR model might usefully inform post-conflict and conflict-affected SSR programmes. This book considers contemporary international interventions with a specific focus on analyzing the frameworks that have guided recent peacekeeping operations led by the United Nations. Drawing from the work of Michel Foucault and Foucauldian-inspired approaches in the field of International Relations, it highlights how interventions can be viewed through the lens of governmentality and its key attendant concepts. The book draws from these approaches in order to explore how international interventions are increasingly informed by governmental rationalities of security and policing. Post-conflict Liberia has been subjected to extensive international state-building, at some point hosting the largest and one of the longest UN peacekeeping missions in the world, and inflow of aid that exceeds in multiples the GDP. In order to understand the international state-building efforts in Liberia, it is pertinent to reflect them against the extractive and predatory nature of the Liberian republic, and the central role natural resources exploitation and plantations have played in accommodating transnational interest in the country’s abundant natural resources and fertile land. This book focuses on the political economy of Liberian state-building, and in particular the question of the governance of natural resources. By combining a historical perspective and ethnographic knowledge, the author examines a number of interrelated questions: How was access to the state distributed in Liberian state-building? How are those to be governed and their representation included in political economic decision making, and more particularly, in decisions over natural resources governance?
