This multidisciplinary edited volume explores how the spread of the 'War on Terror' has entwined matters of state sovereignty and states of war into mutually affecting relations. Pre-emptive attacks on terrorist groups in ‘rogue’ states, ‘outsourcing’ of state militancy and the mutable state of armed conflict required to wage a ‘hybrid war’ have increasingly been issues for the War on Terror. Moreover, such measures have seen the spread of this war to countries such as Israel, Russia, Ethiopia, and Uganda, all of whom have justified their own attacks in other nation-states as a war of ‘self-defence’ against terrorism. States of War since 9/11 offers a timely, innovative analysis of how the War on Terror has taken on different modes of militancy and militarisation in spreading to different nation-states and regions. Featuring a multidisciplinary line-up of eminent contributors, the book ranges in reference from the early stages of the war up to France’s 2013 intervention in Mali. Part One examines the various modes of war and militarisation that have been employed in particular nation-states, including Afghanistan, Russia and Chechnya, and Israel and Palestine. Part Two examines how the war’s innovations have more generally involved ‘just war theory’, biopolitics and sovereignty, networked battlespace, new military urbanism, citizenship, homeland security and surveillance. Overall, this book offers a fresh insight into how states have attempted to secure their own bounds by extending the boundaries of war itself. First published in 2007, this book focuses on the security of sea lanes of communication. It was a joint publication between the Maritime Institute of Malaysia (MIMA) and the Indian Ocean Research Group (IORG) and is an important book for three particular reasons. First, it takes a step forward in identifying key policy themes that can be applied to interstate cooperation around the Indian Ocean Region (IOR). Second, the particular theme discussed is not only central to the economic well-being of Indian Ocean countries, but also to many of the world’s most important trading states, and finally the various discussions within the book raise a host of issues to which regional as well as non-regional policy-makers should give serious consideration.

Despite attracting headlines and hype, insurgents rarely win. Even when they claim territory and threaten governmental writ, they typically face a military backlash too powerful to withstand. States struggle with addressing the political roots of such movements, and their military efforts mostly just "mow the grass," yet, for the insurgent, the grass is nonetheless mowed-and the armed project must start over. This is the insurgent's dilemma: the difficulty of asserting oneself, of violently challenging authority, and of establishing sustainable power. In the face of this dilemma, some insurgents are learning new ways to ply their trade. With subversion, spin and disinformation claiming centre stage, insurgency is being reinvented, to exploit the vulnerabilities of our times and gain new strategic salience for tomorrow. As the most promising approaches are refined and repurposed, what we think of as counterinsurgency will also need to change. The Insurgent's Dilemma explores three particularly adaptive strategies and their implications for response. These emerging strategies target the state where it is weak and sap its power, sometimes without it noticing. There are options for response, but fresh thinking is urgently needed-about society, legitimacy and political violence itself.

This book is a tale of two towers,two wars and two visions. The two towers are those of the World Trade Center in New York, destroyed by a terrorist attack on 11 September 2001. The two wars are the War Against Terrorism and the War on Iraq. The two visions are of the international legal and political order for the twenty-first century. The issues involved in the War Against Terrorism and the War on Iraq are of fundamental importance because they may define the shape of international order for the twenty-first century. The book has a number of themes. First, it considers the principal international law and international order issues involved in the War Against Terrorism and in the War on Iraq in 2003. Specific attention is given to the application of international humanitarian and international human rights law in the wars. Secondly it asks how the international debate on the Iraq War was conducted and why? Finally it questions whether the post-1945 system of international laws and organizations is capable of surviving, and in what form? Chapter one outlines how the relationship between war and the international legal order has evolved and introduces the idea of 'complexity theory' as a framework for understanding the events and issues considered in this book. Chapter two considers the pattern of events from the attacks on the US on 9-11 to the Iraq War 2003. Chapter three addresses the issues of law and morality involved in the War Against Terrorism and the War on Iraq. Chapter four focuses on the moral and legal debate around the War on Iraq and chapter five considers the systemic consequences for international law doctrine and practice, giving particular weight to US policy and approaches and how other states have responded to them.
