In Parliamentary Diplomacy in European and Global Governance, 27 experts from all over the world analyse the fast-expanding phenomenon of parliamentary diplomacy. Through a wealth of empirical case studies, the book demonstrates that parliamentarians and parliamentary assemblies have an increasingly important international role. The volume begins with parliamentary diplomacy in Europe, because the European Parliament is one of the strongest autonomous institutional actors in world politics. China, the European Union and Global Governance examines the key determinants of European and Chinese approaches to the restructuring of global governance systems. This is a collection of works which considers the many different facets of the EU’s increasingly important engagement with the world beyond its borders. The Treaty of Lisbon marked a change in the powers and competences endowed on the EU - the contributions to this collection consider both the direct and indirect impact of the Treaty on the contemporary state of EU external relations. The authors are drawn from legal, political science and international relations disciplines and consider innovations or changes brought about by the Treaty itself: the European External Action Service, the roles of the High Representative and President, the collapse of the ‘pillar’ structure and new competences such as those for foreign investment. Other chapters cover developments which reflect the latest incremental changes upon which the post-Lisbon Treaty arrangements have some bearing, including the COREU network, the transatlantic and neighbourhood relations and the external dimension of ‘internal’ security. The future of European foreign policy is of vital significance to the developing world order. The failure of US policy in Iraq has underscored the need for Europe to play a constructive global role. Nevertheless, divisions within Europe over the Iraq war and over the future development of the European Union have raised questions about the potential for an effective European foreign policy—whether organized through EU institutions or via individual member states. This book will consider why Europe should assume global responsibilities, how they will be organized institutionally, whether they will be adequate to address pressing regional and security concerns, and how they will reflect the foreign policy interests of Europe’s major powers. It is the intention of this book to cover both thematic and country-specific issues, ranging from Europe’s responsibility as a global actor and EU-NATO relations to the specific influence of Germany, France, Italy and the United Kingdom. Analyzing the role of governments in the regulation of the new "Information Society", the ten chapters in this book stem from a seminar hosted by the European Media Regulation Seminar Group (ESRG) at the University of Warwick.
