This book provides a critical and updated analysis of the nature of the EU’s strategic partnership diplomacy, and of the partnerships themselves, in times of power shift and contestation. It links with key aspects of the EU’s Global Strategy; it brings together a strong list of experts who work within a clear framework for analysis; and it deals not only with the substance of the policy but also with the ways in which the policy as a whole has emerged, is conducted and might develop in the future. In offering an inclusive set of case studies and diverse perspectives, this book aims to advance both conceptualization and analysis of the implementation of the established EU partnerships. The book highlights the notion of strategic partnership as a foreign policy instrument to support EU external action in a context of multilevel change and crisis; its policy dimension as a gradually separated, but not separable policy within the Union’s external action; the institutional component given the emergence of SPs as a sort of self-preserving institutional platform allowing for denser and deeper cooperation in various policy areas; and the implications for the EU’s self-conception as an international actor with a global identity and role.

This study examines how China has developed a diplomatic mechanism to expand its international influence through the establishment of strategic partnerships. These strategic partnerships have sparked a debate among analysts. On the one hand, some optimistic studies applaud the win-win objective of China’s foreign policy and portray China as a successful model for developing countries. On the other hand, more skeptical studies depict China as a rising imperial power that represents a competitive threat to Latin America. This book focuses on China’s strategic partnerships with Argentina, Brazil, Mexico, and Venezuela within the oil sector. It stresses how Chinese strategic partnerships with each of these four countries have diverged across cases over time (1991–2015). The study finds that the strategic partnerships are asymmetrical in which China benefits more than four Latin American countries in a variety of aspects. I suggest Latin American countries to push for greater diversification of export agenda toward China, to develop new productive partnerships beyond traditional sectors and to increase the competitiveness of firms. Meanwhile, China’s diplomatic actions toward Latin America are more than likely to result in forms of change, particularly across my four country cases, and where strategic partnerships are concerned.

In post-Cold War international relations, strategic partnerships are an emerging and distinct analytical and political category critical in understanding the dynamics of contemporary strategic cooperation between states and International Organizations. However, the idea of strategic partnerships has remained under-theorized and overshadowed by the alliance theory. This is the first book on Asian countries’ strategies towards the EU. Since the introduction of Common Foreign and Security Policy in 1993 and the publication of the EU’s first strategic document on Asia one year later, hundreds of books and journal articles have been dedicated to the study of the EU policies towards Asia as a whole, or to individual Asian countries. However, very few of these researchers ever intended to explore the strategies of Asian countries, and Asian leaders’ mindsets, vis-à-vis the EU. Quite often, the policies of Asian countries towards the EU were simply interpreted as responses to the EU’s actions in Asia. Having been passive players for decades, Asian countries are now increasingly willing to participate in the formulation of regional and global orders, for which they need to articulate their own strategies and the world needs to better understand their mindsets. In the past two years, in the framework of EU Centres in Asia-Pacific, some top Asian scholars on EU-Asian relations were brought together to debate the strategies of individual Asian countries towards the EU, and evaluate the EU’s actions in the region. In their eyes, the EU was interpreted as a normative power, a security player, a civilian promoter and a health-care supplier. Together, they aimed to establish some common rules for explaining Asian countries’ strategies towards the EU after in-depth study of the actions of individual countries in their bilateral relations with the EU. This book is therefore indispensable to any efforts to understand Asian leaders’ mindset in the EU-Asian relations and their strategies towards the EU in the twenty-first century.
