Addressing this crucial issue, this book examines the future of global terrorism by employing the World System’s perspectives in the explanation of terrorism and investigating the etiological determinants of international terrorism. It aims to articulate a theoretical explanation of terrorism which will assist the development of practical policies that are effective in counter-terrorism operations. The main features of the book include World System’s Theory (WST), the relevance of WST, factors affecting the definition of terrorism, structural terrorism in the WST, application of Fanon, the political dimension of terrorism ideologies, the disadvantages of ideological labels, measuring WST position and the distribution of terrorism, terrorist incidents by WST position of occurrence and WST position of target, labelling terrorism in context, powerism and anti-powerism, racial terrorism and global apartheid and the criminalization of terrorism.

The book's main focus is on extremist ideologies and structural capabilities of violent non-state actors that employ terrorist means. Ideologies and organizational patterns are seen as the main comparative advantages of such groups in an asymmetrical confrontation at all levels, from the local to the global. Resolution of the key issues of the armed conflict is seen as essential, but this is not sufficient to undermine the foundations of terrorism generated by that conflict, unless the structural capabilities of militant groups are fully disrupted and the role of extremist ideologies in driving their terrorist activities is neutralized. With its central focus on Islamist terrorism, the book argues that the quasi-religious, supra-national ideology of violent Islamism, especially in its most ambitious transnational forms, cannot be effectively counterbalanced at the ideological level either by Western democratic secularism or by the use of moderate versions of Islam itself. The author concludes that unless transnational violent Islamism is, first, 'nationalized' and, second, transformed in organizational terms through its being coopted into a more regular political process, it is unlikely to become amenable to persuasion or any external influence, let alone to be destroyed by the repression on which it thrives. The study also proposes an original typology of terrorism based on the overall level of a militant group's goals and the extent to which its terrorist activities are linked to a broader armed conflict. It combines qualitative research with the analysis of available data on trends in modern terrorism and the use of primary sources and writings.

This book addresses the issue of grand strategic stability in the 21st century, and examines the role of the key centres of global power - US, EU, Russia, China and India - in managing contemporary strategic threats. This edited volume examines the cooperative and conflictual capacity of Great Powers to manage increasingly interconnected strategic threats (not least, terrorism and political extremism, WMD proliferation, fragile states, regional crises and conflict and the energy-climate nexus) in the 21st century. The contributors question whether global order will increasingly be characterised by a predictable interdependent one-world system, as strategic threats create interest-based incentives and functional benefits. The work moves on to argue that the operational concept of world order is a Concert of Great Powers directing a new institutional order, norms and regimes whose combination is strategic-threat specific, regionally sensitive, loosely organised, and inclusive of major states (not least Brazil, Turkey, South Africa and Indonesia). Leadership can be singular, collective or coalition-based and this will characterise the nature of strategic stability and world order in the 21st century. This book contains articles arising from the presentations by eleven experts from five countries, delivered at the NATO Centre of Excellence – Defence against Terrorism (COE-DAT) advanced training course (ATC) entitled Enhancing Cooperation in Defence against Terrorism, held in Astana, Kazakhstan, in September 2010.
