This report by the European Union Committee examines the progress of the European Union in initiating a strategy for jobs and growth across the Community as a whole. The background to this report stems from the Spring European Council meeting in 2000, in Lisbon, and the launch of an economic reform agenda. The Committee observes that since the "Lisbon Agenda", little progress has been made and the performance of many of the larger European economies has been poor. The Committee has noted that certain worrying signs of protectionist behaviour have developed, especially regarding barriers of cross border mergers. The EU has recognized this weak performance and the Agenda was relaunched in 2005, with a greater focus on the key economic priorities of more growth and jobs. Also, all Member States are now required to produce an annual National Action Plan highlighting the policies being pursued to improve economic growth and increase employment. The Committee sets out a number of recommendations to further push forward the priorities of growth and jobs, including: that the Commission should seek to complete the progress towards an internal market; that Member States should influence one another in the development of good practice through statistical comparison of their economic progress, and agree on quantifiable targets; that the format of the National Action Plans should include not only the successes, but where countries are underperforming; that the Agenda be given a higher public profile.

Five years after the onset of the global financial crisis, Europe’s economy is still fragile. Notwithstanding recent positive signs amid calmer financial markets, medium-term growth is likely to remain frail owing to continuing weaknesses and vulnerabilities at the country level and in the fabric of European institutions and banks, especially in the euro area. In addition, unemployment in many countries has reached very high levels. The IMF research collected in this volume provides a number of guideposts that offer an opportunity for stronger and better-balanced growth and employment in Europe after what has been a long and dismal period of crisis.

The Flemish economy is extremely diversified with a number of value-added industries and a highly skilled workforce. The shift to a green economy will however require specific knowledge, values and attitudes from the Flemish workforce.

Job creation and growth with inclusion are imperatives that resonate today in every country. While some advanced countries face the challenge of supporting aggregate demand with limited fiscal space in the aftermath of the Great Recession, many countries have to address ways to generate growth and create jobs in the face of the strong ongoing global megatrends of technological change, globalization, and significant shifts in demographic trends. The latter includes rapid population aging in some parts of the world, and the entry of a large number of new workers into the labor force in others. Low female labor force participation represents a significant missed opportunity to strengthen economic development and growth in many countries.

Brazil approaches its 2018 election with an economy that is gradually recovering from the deepest recession in its recent economic history. However, for many Brazilians, the recovery has not yet translated into new and better jobs, or rising incomes. This book explores the drivers of future employment and income growth. Its key finding: Brazil needs to dramatically improve its performance across all industries in terms of productivity if the country is to provide better jobs for its citizens and generate lasting gains in incomes growth for all. This is particularly important as Brazil is aging rapidly and the boost the country has enjoyed thanks to its young and growing labor force in the past decades will disappear in just a few years’ time. The book recommends a change in the relationship between the state and business, from rewarding privileged incumbents to fostering competition and innovation—together with supporting workers and firms to adjust to the demands of the market. The book is addressed to all scholars and students of Brazil’s economy, especially those interested in why the country’s economic performance has not kept up with earlier achievements since the reintroduction of democracy in the mid-1980s. Its conclusions are urgent and pertinent but also optimistic. With the right policy mix, Brazil could enter the third century of its independence in 2022 well on track to join the ranks of high income countries.

The Europe 2020 strategy, its flagship initiatives and the new integrated guidelines put knowledge at the heart of the Union's efforts for achieving smart, sustainable and inclusive growth; the commission's proposal for the multiannual financial framework 2014-2020 supports this strategy with a significant increase in the budget devoted to investment in education , research and innovation., plays a crucial role in individual and societal advancement, and in providing the highly skilled human capital, and the articulate citizens that Europe needs to create jobs, economic growth and prosperity. Higher education institutions are thus crucial partners in delivering the European Union's strategy to drive forward and maintain growth. Section 2 of this Communication identifies key policy issues for Member states and higher education institutions seeking to maximise their contribution to Europe's growth and jobs. The specific actions that the EU will take, bringing its added value to support the modernisation efforts of public authorities institutions are presented in section 3. The Staff Working Document accompanying this communication discusses the analytical evidence underpinning these policy issues and actions.
