Welfare is commonly conceptualized in socio-economic terms of equity, highlighting distributive issues within growing economies. While GDP, income growth and rising material standards of living are normally not questioned as priorities in welfare theories and policy making, there is growing evidence that Western welfare standards are not generalizable to the rest of the planet if environmental concerns, such as resource depletion or climate change, are considered. Sustainability and the Political Economy of Welfare raises the issue of what is required to make welfare societies ecologically sustainable. Consisting of three parts, this book regards the current financial, economic and political crisis in welfare state institutions and addresses methodological, theoretical and wider conceptual issues in integrating sustainability. Furthermore, this text is concerned with the main institutional obstacles to the achievement of sustainable welfare and wellbeing, and how these may feasibly be overcome. How can researchers assist policymakers in promoting synergy between economic, social and environmental policies conducive to globally sustainable welfare systems? This important book presents fresh thinking and new results on the measurement of sustainable development. Economic theory suggests that there should be a link between future wellbeing and current wealth. This book explores this linkage under a variety of headings: population growth, technological change, deforestation and natural resource trade. While the relevant theory is presented briefly, the chief emphasis is on empirical measurement of the change in real wealth: this measure of net or genuine saving is a key indicator of sustainable development. The methodological and empirical work is bolstered by tests of the predictive power of genuine saving in explaining future consumption and economic growth. Just as importantly, the authors show that many resource-abundant countries would be considerably wealthier today had they managed to save and invest the profits from natural resource exploitation in the past. Dissatisfaction with the Gross Domestic Product (GDP) as an indicator of a country’s development or a population’s wellbeing led to the development of the Genuine Progress Indicator (GPI). The GPI is an aggregate index of over 20 economic, social and environmental indicators, and accounts for both the welfare benefits of economic growth, and the social and environmental costs which accompany that economic growth. The result is better information about the level of welfare or well-being of a country’s population. This book measures the GPI of Hong Kong and Singapore from 1968 to 2010. It finds that for both countries, economic output (as measured by the GDP) has grown more than welfare (as measured by the GPI), but important differences are also found. In Hong Kong, the GPI has grown for the whole period under consideration, while in Singapore the GPI has stalled from 1993. This is in line with most countries and is explained by the "threshold hypothesis" which states that beyond a certain level of economic development the benefits of further economic growth are outweighed by even higher environmental and social costs. The book argues that the growth of Hong Kong’s GPI is due to its favourable relationship with China and in particular its ability to export low-wage jobs and polluting industries, rather than successful domestic policies. A stalling or shrinking GPI calls for alternative policies than the growth economy promoted by neoclassical economists, and the book explores an alternative model, that of the Steady State Economy (SSE).

Since the 1970s, the degrowth idea has been proposed by scholars, public intellectuals and activists as a powerful call to reject the obsession of neoliberal capitalism with economic growth, an obsession which continues apace despite the global ecological crisis and rising inequalities. In the past decade, degrowth has gained momentum and become an umbrella term for various social movements which strive for ecologically sustainable and socially just alternatives that would transform the world we live in. How to move forward in an informed way, without reproducing the existing hierarchies and injustices? How not to end up in a situation when ecological sustainability is the prerogative of the privileged, direct democracy is ignorant of environmental issues, and localisation of production is xenophobic? These are some of the questions that have inspired this edited collection. This book offers a broad survey of the conventional approach but in addition, also considers better measures of welfare or well-being and provides a detailed description and evaluation of policies - rules, regulations and implementation. The book offers a long, historical perspective on the development of population density in the Netherlands. It begins with the history of the Netherlands: geological and cultural formation of the land - and water - and population development. The Netherlands is unique in that much of the land is man-made, in particular the western part, which is, economically speaking, the most developed area. It is also special for its very high population growth rate that took off during the 19th century. The key argument of the book is that population size is irrelevant for income per capita, that land is a binding constraint in the Netherlands and that negative external effects of increasing population size lead to welfare losses from further population growth, whether by natural growth or by immigration. At present, the battle for scarce land is intense and bitter, with a strong clash between developers who want to build houses, farmers who do not want to give up farming and conservationists who increasingly find support in the courts for insufficiently caring for the natural environment. The book combines a general analysis of population density, both theoretical and empirical, with an in-depth presentation of actual policies in a country with intense pressure on available land.
