Federal laws, regulations, and executive orders have imposed requirements for federal agencies to move toward the sustainable acquisition of goods and services, including the incorporation of sustainable purchasing into federal agency decision making. Since the federal government is such a significant player in the market, its move to incorporate sustainable procurement practices could have a profound impact on the types of products being developed for the market as a whole. The General Services Administration (GSA) has played a key role in furthering sustainable procurement practices throughout the federal government. GSA is responsible for formulating and maintaining government-wide policies covering a variety of administrative actions, including those related to procurement and management. GSA has several ongoing activities related to sustainable procurement to assess the feasibility of working with the federal supplier community - vendors and contractors that serve federal agencies to measure and reduce greenhouse gas emissions in the supply chain while encouraging sustainable operations among suppliers. GSA has also been actively developing programs to assist federal agencies in making sustainable procurement decisions. As federal agencies cannot directly fund the development of sustainable procurement tools, they are particularly interested in understanding how to foster innovation and provide incentives for collaboration between developers and users of tools for sustainable purchasing throughout the supply chain. The training of procurement professionals is also a priority for these agencies. To assist efforts to build sustainability considerations into the procurement process, the National Research Council appointed a committee to organize a two-day workshop that explored ways to better incorporate sustainability considerations into procurement tools and capabilities across the public and private sectors. The workshop was designed to help participants assess the current landscape of green purchasing tools, identify emerging needs for enhanced or new tools and opportunities to develop them, identify potential barriers to progress, and explore potential solutions. The workshop provided an opportunity for participants to discuss challenges related to sustainable purchasing and to developing new procurement tools. In Chapter 4, under a guidance perspective, two tools are recommended for continuously improving management of public and business procurement - the former was developed by ICLEI, for the Procura+ campaign, and the latter by the UN Global Compact. Also, propositions are presented in order to incorporate sustainability attributes in the procurement and supply management systems. Based on our experiences with consultancies and projects in partnership with governments, business platforms and academic researches, a survey was conducted with about 50 institutions, among public bodies and businesses, organizing lessons learnt and calling attention for facilitators and barriers of institutional consumption aimed at sustainability. Among the institutions we surveyed, we picked up the examples described in this work. Finally, in Chapter 5, under an integrated perspective of sectors and actors, including individual consumers, we made a critical analysis of the advancements and challenges faced in the past years, and point to guidelines for the future of the so-wanted 'inclusive green economy', considering institutional procurement as an essential tool to (re)build a global scenario that is more favorable to sustainable development.

Public Procurement accounts for 6.5 trillion euros annually and plays a fundamental role in achieving the Sustainable Development Goals. All public services and functions depend on public procurement to be delivered. This report aims to draw attention to the “added value” that sustainable public procurement can contribute towards these goals, directly or indirectly, going beyond delivering core public sector objectives. The report establishes clear linkages between Sustainable Public Procurement and the SDG targets, and aims to validate those linkages with specific and real-life case studies from Nordic settings.

This working paper describes a methodology for how Sustainable Public Procurement links with the Sustainable Development Goals. The methodology was used to describe 17 cases for each of the sustainable development goals in the report 'Sustainable Public procurement and the Sustainable Development Goals'.

In recent decades, sustainability has become a goal to be achieved throughout the world; it is a direction into which efforts are to be put to solve the global challenges that people are facing today. The spectrum of Sustainable Goals is extensive and wide, ranging from poverty reduction, to human rights and equality of opportunity, and to environmental issues, such as biodiversity conservation, energy efficiency, climate mitigation and adaptation, and waste reduction (see, among others, UNEP, 2017 and UNOPS, 2017). The concept of sustainability has emerged since the 1970s. Today, it has become a crucial paradigm in supply chain management (SCM) (Seuring and Müller, 2008) and is also the foundation for one of the most significant international cooperation initiatives (i.e. the agenda for Sustainable Development Goals 2030), which explicitly highlights procurement as an effective way to support the achievement of sustainable objectives. Indeed, a variety of activities and processes have been substantially influenced and involved, and “procurement” is one of them.
