For several decades, fast-growing East Asia has been the envy of the developing world. Not only has East Asia outperformed all other regions of the world, but it also recovered surprisingly swiftly from the 1997–98 Asian financial crisis and the 2008–09 global financial crisis. Nevertheless, investment in the region remains subdued relative to pre-Asian crisis levels. Are current investment rates too low and, given greater investment, could the region grow even more rapidly? Countries are increasingly judged by whether they are information-rich or information-poor. It is estimated that 30–40% of the world's economic growth and 40–50% of all new jobs will be IT-driven. Education and knowledge are the chief currencies of the modern age, and can also be a strategic resource and a lifeline for sustainable development. Yet, in Africa, millions of people have never made a telephone call. The technological gulf between developed and developing countries (DCs) is likely to widen further with the rapid expansion of the internet and the speedy transition to digitalisation in the West. The impacts on DCs may include an increase in the so-called brain drain and growing dependence on foreign aid of a different kind – knowledge aid. There are fears that knowledge imperialism is already with us. What is clear is that most of the technological innovations in ICTs are Western-designed and fail to address the needs of the most disadvantaged. The interest of industrialised countries in the use of ICTs in DCs has largely been more concerned with the profitability of their own business enterprises than with any broader goals concerning the development of the host countries. DCs face the challenge of either becoming an integral part of the knowledge-based global economy or the very real danger of finding themselves on the wrong side of the digital divide. Successful management in the new millennium requires developing new methods and approaches to meet the challenges and opportunities of this information revolution while at the same time fostering sustainable development. Adopting a holistic approach, this book aims to critically examine the interrelationship between these different issues in order to reach solutions and a consensus for a better future, taking into account a variety of international, institutional and intellectual perspectives. What can Chinese economists learn from the Japanese economic boom and subsequent stagnation? This project aims to institutionally and empirically investigate the growth mechanism and determinants of sustainable development in China compared with Japanese experiences. This is the first challenge in conducting a comparative study on China and Japan’s economic growth and development. We aim to investigate the economic system transition and its influence on the Chinese and Japanese economy from macroeconomic and microeconomic perspectives. This is the report of the Seventh Asia-Pacific Fishery Commission (APFIC) Regional Consultative Forum Meeting (RCFM) on Sustainable Development for Resilient Blue Growth of Fisheries and Aquaculture. The meeting was convened in Cebu, Philippines from 7 May to 9 May 2018 and was attended by 80 participants from 16 countries, together with representatives from ten regional and international partner organizations and projects. The key conclusions and recommendations endorsed by the Seventh RCFM are summarized as: (1) The RCFM recognized the great advances in the four thematic areas pertaining to sustainable and resilient fisheries and aquaculture for blue growth in the region; (2) There are a number of remaining and emerging challenges to the sustainability and resilience of fisheries and aquaculture sector; (3) There remains a great need in many countries for reinforced legal frameworks and guiding policies to ensure a human rights-based and environmentally friendly development of the region’s fisheries and aquaculture sectors in line with the Voluntary Guidelines for Securing Sustainable Small-scale Fisheries (SSF Guidelines) and the Code of Conduct for Responsible Fisheries (CCRF); and (4) More targeted disaster risk management and climate change strategies and technologies for the sector are needed in several countries. The RCFM considered the reviews of regional fisheries and aquaculture, presentations by member countries and regional organizations, reports of action plans of APFIC regional consultative workshops and the major issues outlined in the agenda and developed a report and recommendations to inform the Thirty-fifth APFIC Session.

Focusing on the Asia-Pacific region, which in recent years has been the engine of global economic growth , this volume surveys trends and prospects in technical and vocational education and training (TVET) with particular reference to achieving inclusive growth and the greening of economies.
