This edited volume investigates the political and socioeconomic impact of the Syrian refugee crisis on Lebanon and Jordan, and these countries’ mechanisms to cope with the rapid influx of refugees. The sudden population increase has resulted in severe pressures on infrastructures and services, as well as growing social tensions between the refugees and host communities. These chapters use a transdisciplinary approach to analyse the repercussions of the humanitarian tragedy at three different levels: 1) the changing governmental policies of the two countries towards the crisis; 2) the different perceptions of the Jordanian and Lebanese local communities on the Syrian refugees; and 3) the role played by NGOs and the civil society in both countries in dealing with protracted humanitarian emergencies.

The Syrian war, the 21st century’s most protracted and second-deadliest conflict, has driven 5.6 million refugees and 6.6 million internally displaced into flight. As the civil war draws to a close, an autopsy of this historic and unprecedented refugee episode becomes feasible. Why did the war generate so many refugees? How did so many of them get to Europe? Who are these people, and why did they leave? From whom were they fleeing and why? Did European policymakers alleviate or aggravate the refugee crisis? The Syrian Refugee Crisis argues that Syrian forced migration has been deeply misunderstood. Against conventional wisdom, it suggests that refugees engaged smugglers not just as traffickers or criminal exploiters but as natural allies and means to affirm asylum rights; that the politicization of refugees according to major actors’ foreign policy priorities obfuscated the role of US and European foreign policy in generating massive displacement; and that restrictionist border policies on the Balkan Route were inhumane, incoherent, and counter-productive. Relying on extensive, rare fieldwork data from five countries comprising the Balkan Route (Jordan, Turkey, Greece, Serbia, and Germany), this book sheds light on the understudied, counter-intuitive, and often-misunderstood dynamics of forced migration, refugee agency, border restrictionism, anti-smuggling policy, and migrant decision-making in the 21st century.

The massive dimensions of Syria's refugee crisis—and the search for solutions The civil war in Syria has forced some 10 million people—more than half the country's population—from their homes and communities, creating one of the largest human displacements since the end of World War II. Daily headlines testify to their plight, both within Syria and in the countries to which they have fled. The Consequences of Chaos looks beyond the ever-increasing numbers of Syria's uprooted to consider the long-term economic, political, and social implications of this massive movement of people. Neighboring countries hosting thousands or even millions of refugees, Western governments called upon to provide financial assistance and even new homes for the refugees, regional and international organizations struggling to cope with the demands for food and shelter—all have found the Syria crisis to be overwhelming in its challenges. And the challenges of finding solutions for those displaced by the conflict are likely to continue for years, perhaps even for decades. The Syrian displacement crisis raises fundamental questions about the relationship between action to resolve conflicts and humanitarian aid to assist the victims and demonstrates the limits of humanitarian response, even on a massive scale, to resolve political crises. The increasingly protracted nature of the crisis also raises the need for the international community to think beyond just relief assistance and adopt developmental policies to help refugees become productive members of their host communities.

This book examines Syrian displacement since the start of the 2011 conflict. It provides information on displacement (the scale, scope and trends), and in-depth analysis on how it affects regional politics; the role of international organizations responding to the displaced; and EU/US responses to Syrian displacement. It relates Syrian displacement to broader peace strategies, arguing that displacement is not a mere symptom or byproduct of the conflict, but a key variable that must be addressed with any peace plan or strategy for ending the conflict and rebuilding Syria. Thus, the way refugees are dealt with is not just a humanitarian concern, but also a political, security and economic issue.

The instinctual desire to support those in need, irrespective of geographic, cultural or religious links, is both facilitated and overwhelmed by the extent of information now available about the multiple humanitarian crises which occur on a daily basis around the world. Behind the images of devastating floods and earthquakes, or massive forced displacements resulting from armed conflicts, is the all too real suffering faced by individuals and families. From the 2004 Indian Ocean Tsunami to the on-going conflict in Syria, recent years have seen an increasing debate regarding the international legal mechanisms to protect persons in such humanitarian crises. The International Legal Protection of Persons in Humanitarian Crises argues that an acquis humanitaire is identifiable through the interconnected web of existing and emerging international, regional and national laws, policies and practices for the protection of persons caught up in humanitarian crises. Indeed, the humanitarian imperative to alleviate suffering wherever it may be found permeates various branches of international law, and is reflected in the extensive humanitarian activities undertaken by States and other actors in times of armed conflict, population displacement and disaster. Dug Cubie argues that by clarifying the conceptual framework and normative content of the acquis humanitaire, gaps and lacunae can be identified and the overall protection of persons strengthened.

This book analyzes the impact and relevance of the Syrian crisis on regional and international relations. Developing into a proxy war, the Syrian crisis has been a battleground for regional dominance. It has also created an opportunity for new states to emerge on the world affairs scene. Russia, for instance, had been keeping a low profile since the fall of the Soviet Union, but took a leading role in the Syrian crisis reasserting itself against the West regionally. The Syrian crisis has also been a catalyst in reshaping many interstate relations and allowing countries such as Russia, Iran, Turkey and China to play an increasingly important geopolitical role. There have been many international ramifications to the Syrian crisis. While the crisis led to an Iranian-Russian rapprochement, it was also a catalyst to more cooperation between Russia and Saudi Arabia; more importantly, it also forced states with opposing views about the crisis -- Turkey, Iran and Russia -- to forge an alliance. Further, the crisis created tensions between the US and Turkey with China on the one hand balancing its interests between the Gulf and Iran whilst focusing on its ambitious Belt and Road Initiative and trying on the other hand to contain Islamic militancy in Syria. The book looks at issues that are usually ignored when discussing Syria such as the strategic control over its hydrocarbon resources, as well as the power of propaganda in portraying realities. It features the use of non-state actors by regional competing powers and the role of local councils in stabilizing the country. The edited volume brings together contributions by authors with different backgrounds who present conflicting views reflecting the divergence between the various stakeholders about the Syrian crisis.
