The aim of this book is to make better sense of a long, complex, messy, change process through the stories of those who were involved. Over fifty participants were interviewed during the course of the study and their uniquely personal perspectives have been woven into a compelling story of organisational change. This book describes their ingenuity and effort in bringing about change that they and their organisation valued. Between 2009 and 2012, Southampton Solent University (UK) engaged in an unprecedented and highly complex strategic initiative which ran across the entire institution, its structures, processes and systems; it aimed to produce a fundamental shift in institutional culture. Such an all-embracing approach is rare in universities. This programme of organisational change is seen through the eyes of people who were immersed in the process. Their perspectives and feelings will resonate with anyone who has tried to bring about significant change in a university. Universities are inherently creative places but too often there is a pervasive inertia that prevents ideas from being turned into new and better practices. This programme aimed to create a culture of innovation. Conventional project planning techniques were deliberately avoided and replaced with an approach based on complexity theory, recognising that the process of change requires constant adaptation, acceptance of non-linear progress and subversion of conventional management discourse. Offering an unusual example from the higher education sector, this study is a distinctive contribution to the extensive literature on organisational change. Learning gained from participants is related to theories and research from this wider literature. The study proposes a holistic and integrated approach to change which might offer a more culturally relevant and sustainable model both for higher education and for those sectors of industry and commerce from which much change management practice has conventionally been drawn.

The feeling of optimism that followed the COP 21 Paris Conference on Climate Change requires concrete action and steadfast commitment to a process that raises a number of crucial challenges: technological, political, social, and economic. As climate change worsens, new robust leadership is imperative. The EU, US and China Tackling Climate Change examines why a close collaboration between the EU and China may result in the necessary impetus to solidify a vision and a roadmap for our common future in the Anthropocene. Global climate change is one of the challenges ever to confront humanity with the largest scale, widest scope and most far-reaching influence. As the biggest developing country with the largest population, China is the world’s leading consumer of coal and energy, and one of the worst-hit victims of global warming. Consequently, China should assume its responsibility in making contributions to global sustainable development. Based on the principles of fairness and efficiency, this study creatively puts forward two principles of global governance on climate change. The first entails replacement of the two-group schema of developed and developing countries with a four-group model based on the Human Development Index (HDI). The second entails application of the resulting model to specify the major emitters as principal contributors to emission reduction. In addition, it proposes a two-step strategy for China to tackle the issue of climate change. This book makes it clear that China should proactively engage in relevant international cooperation, actively participate in international climate negotiations, make clear commitments to reduce emissions, and assume the obligations of a responsible power to achieve sustainable and green development.

In recent years, tackling health inequalities has become a key policy objective in the UK. However, doubts remain about how best to translate broad policy recommendations into practice. One key area of uncertainty concerns the role of local level initiatives. The annual expenditure of £8 million of the Environment Agency on tackling diffuse water pollution of has, to date, had little impact. Looking forward, the development of River Basin Management Plans now offers an opportunity to target work by the Agency and others to improve water quality and tackle this complex problem. In 2009, only 26 per cent of rivers, lakes and other water bodies in England met the required levels of water quality, as set out in the European Water Framework Directive. The Department for the Environment Food and Rural Affairs and the Agency do not expect that all English water bodies will achieve these levels by the 2027 deadline, as it may be disproportionately costly or not technically feasible. Unless the European Commission agrees a lower target accordingly, the United Kingdom could be exposed to considerable financial penalties. The Agency considers the agricultural sector to be the major contributor to diffuse pollution and this sector has been the focus of its activities. But there is limited information on the impact of different farming activities on water pollution and so it is not possible to establish whether the Agency is effectively targeting its resources. The Agency's advice and the voluntary initiatives across government on changing farming practices have had limited impact and need to be co-ordinated. Sanctions have proved relatively ineffective in changing farming practices and progress in improving them has been slow. The Agency also has limited evidence of the effectiveness of its inspection activity
