The concept of occupational health was redefined by the joint ILO/WHO Committee on Occupational Health at its 12th session in 1995. Using the new definition as a starting point, the tripartite ILO Committee of Experts has developed and adopted these guidelines relating to workers' health surveillance.; The guidelines in this book offer help in the design, establishment, implementation and management of workers' health surveillance schemes, leading to a healthy and safe working environment for everyone. The provisions of these guidelines constitute basic requirements to be used in the developme.

The first discussion of the question of the revision of this conference took place at the 87th Session (1999) of the International Labour Conference. Governments were invited to send any amendments or comments they might wish to make, whether they considered that the proposed texts constituted a satisfactory basis for discussion by the Conference at its 88th Session (2000). In recent years, new and more intrusive surveillance technology has found its way into workplaces. New medical tests provide detailed information about workers' biology that was previously unthinkable. An increasing number of employees work under camera surveillance. At the same time, computers allow for a detailed monitoring of our interactions with machines, and all this information can be electronically stored in an easily accessible format. What is happening in our workplaces? Has the trend towards more humane workplaces been broken?
