This book reflects on how the economies, social characteristics, ways of life and global relationships of rural areas of Europe have changed in recent years. This reveals a need to refresh the concepts we use to understand, measure and describe rural communities and their development potential. This book argues that Europe has 'outgrown' many of the stereotypes usually associated with it, with substantial implications for European Rural Policy. Rural structural change and its evolving geography are portrayed through regional typologies and the concept of the New Rural Economy. Demographic change, migration, business networks and agricultural restructuring are each explored in greater detail. Implications for equality and social exclusion, and recent developments in the field of governance are also considered. Despite being a subject of active debate, interventions in the fields of rural and regional development have failed to adapt to changing realities and have become increasingly polarized. This book argues that rural/regional policy needs to evolve in order to address the current complex reality, partially reformulating territorial or place-based approaches, and the New Rural Paradigm, following a set of principles termed ‘Rural Cohesion Policy’.

Despite the non-territorialised strategic goals of the EU 2020 Strategy, the long-term aim of EU Cohesion Policy to promote harmonious development of the European territory – social, economic, and ‘territorial cohesion’ – remains a central goal of achieving a more cohesive EU territory. This book examines the ‘territorial dimension’ of EU Cohesion Policy, specifically assessing territorial impacts at the various spatial levels, engaging theoretically and empirically with the notion and role of the ‘territorial dimension’ within a strongly fragmented EU policymaking process, and examining more generally EU Cohesion Policy, as the main driver of the EU territorial development process. It provides an updated and fresh theoretical discussion on the precise meaning of the ‘territorial dimension’ of policies and the relatively recent EU policy evaluation technique, known as ‘Territorial Impact Assessment’ (TIA). Assessing the history, relevance, efficiency and effectiveness of these procedures, it presents several empirical findings on the implementation of specific territorial-focus and place-based financial instruments, as part of the Territorial Agendas and the EU goal of achieving a more integrated, territorial approach. This text will be of key interest to scholars, students and practitioners of spatial planning and cohesion policy, European sector policies and European spatial planning, and more broadly to European and EU studies/politics, regional economic geography and public policy.

This book is one of the main outcomes of the projects “Development Programmes and Rural Change in the European Union: governance, results and lessons to share”and “Successes and failures in the practice of neoendogenous rural development in the European Union (1991-2013)”, funded both of them by the Spanish Ministry of Economy and Competitiveness. This publication aims, on one side, to clarify and deepen the knowledge of the social, economic and territorial effects of the LEADER approach, and, on the other, to analyze the importante of the participation of several stakeholders (young people and women) as well as some traditional activities –agriculture- or modern ones (tourism) linked all of them to the rich cultural and natural heritage of these areas. It also provides an in-depth study of the causes that lead to the generation of successful projects in the practice of neoendogenous rural development and also explores the reasons that cause certain projects to fail in the path towards LEADER support so that they are finally not implemented. In addition, it is shown the problems, results and best practices that cause the neoendogenous rural development in different areas inside of the European Union: Austria, Finland, France, Germany, Italy, Spain and United Kingdom. Thereby it helps to improve the decision-making in rural development, both on a local and regional scale. The multidisciplinary and international character of the authors, as well as the specificity of the research trajectory of each of them, in the analysis of rural development, enriches the publication and facilitates the different and critical reflections on the contributions, errors and meaning of the neoendogenous local development. Researchers in this discipline and technicians working in the practice of rural development along the European Union are the main audience of the book.

Fundamental societal changes in the globalising European countryside impact women's migration decisions. The chapters in this volume represent diverse attempts to explain women's movements from rural areas, taking prevailing labour market conditions as well as gender relations into account. Rural Accessibility in European Regions explores concepts, methodologies, and case studies dealing with accessibility in European rural areas, embracing cultural, socioeconomic, and governance aspects that play a key role for accessibility policies in rural and peripheral areas. In the first part, the chapters introduce rural accessibility challenges, present a methodology to support policymaking for enhancing accessibility in rural areas and apply it to case studies in the United Kingdom, Italy, Spain, and Sweden. In the second part, additional cases from Poland, Germany, Greece, and France provide alternative approaches to the topic, and a research agenda is proposed. Overall, the book contributes to a conceptualisation of rural accessibility, addressing challenges and potentials for rural accessibility and urban–rural relationships in European regions. This book presents the methodology and results of a three-year, eleven-country science-to-policy research project – Toward a Policy Model of Multifunctional Agriculture and Rural Development – undertaken between 2005 and 2008 and financed under the European Union's Sixth Framework program. It deals with an important contemporary policy issue: how best to ensure that an agriculturally-based policy can contribute to the development of rural regions. It tackles this problem in a number of different but complementary ways, primarily by the development of a unique and innovative dynamic systems model, POMMARD (a Policy Model of Multifunctional Agriculture and Rural Development).
