Comparative regional integration has met with increasing interest over the last twenty years with the emergence or reinforcing of new regional dynamics in the EU, NAFTA, MERCOSUR and ASEAN. This volume systematically and comparatively analyses the reasons for regional integration and stalemate in European, Latin American and Asian regional integration. It examines whether regional integration systems change in crisis periods, or more precisely in periods of economic crises, and why they change in different directions. The book provides a global perspective of local government response towards the COVID-19 pandemic through the analysis of a sample of countries in all continents. It examines the responses of local government, as well as the responses local government developed in articulation with other tiers of government and with civil society organizations, and explores the social, economic and policy impacts of the pandemic. The book offers an innovative contribution on the role of local government during the pandemic and discusses lessons for the future. The COVID-19 pandemic had a global impact on public health, in the well-being of citizens, in the economy, on civic life, in the provision of public services, and in the governance of cities and other human settlements, although in an uneven form across countries, cities and local communities. Cities and local governments have been acting decisively to apply the policy measures defined at national level to the specific local conditions. COVID-19 has exposed the inadequacy of the crisis response infrastructures and policies at both national and local levels in these countries as well as in many others across the world. But it also exposed much broader and deeper weaknesses that result from how societies are organized, namely the insecure life a substantial proportion of citizens have, as a result of economic and social policies followed in previous decades, which accentuated the impacts of the lockdown measures on employment, income, housing, among a myriad of other social dimensions. Besides the analysis of how governments, and local government, responded to the public health issues raised by the spread of the virus, the book deals also with the diversity of responses local governments have adopted and implemented in the countries, regions, cities and metropolitan areas. The analysis of these policy responses indicates that previously unthinkable policies can surprisingly be implemented at both national and local levels.

In recent years, European societies and territories have witnessed the spatial impacts of a severe financial and socio-economic crisis. This book builds on the current debate concerning how cities and urban regions and their citizens deal with the consequences of the recent financial and socio-economic crisis. Cities in Crisis examines the political and administrative implications of austerity measures applied in southern European cities. These include cuts in local public spending and the processes of privatization of local public assets, as well as issues related to the re-scaling, recentralization or decentralization of competencies. Attention is paid to the rise of new ‘austerity regimes’, the question of their legitimacy and their spatial manifestations, and in particular to the social consequences of austerity. The contributions to this book lay the foundation for recommendations on how to improve and consolidate qualified governance arrangements in order to better address rapid economic and social changes. Such recommendations are applicable to cities and urban regions both within and outside of Europe. It identifies possible approaches, tools and partnerships to tackle the effects of the crisis and to prepare European cities for future challenges.

The book provides a comprehensive and updated introduction to concept of territory in the study of democratic politics. Territory plays a rather marginal role in the traditional conceptions of democracy that in many ways still prevail today. Democratic politics is often analysed from the point of view of its institutions, citizens and voters, while little is said about the territory through which it is expressed – at most it provides a broader perimeter or context of political and institutional action. The book offers, instead, an introductory theoretically-oriented discussion of crucial issues such as the genesis of state-nation, the transformation of democratic citizenship, the current borders’ policies, the rising of territorial populism and the experience of 19-covid pandemic.
