Handbook of Terrorist and Insurgent Groups: A Global Survey of Threats, Tactics, and Characteristics examines the most current and significant terrorist and insurgent groups around the world. The purpose is to create a descriptive mosaic of what is a pointedly global security challenge. The volume brings together conceptual approaches to terrorism, insurgency, and cyberterrorism with substantive and empirical analyses of individual groups, organisations, and networks. By doing so, not only does the coverage highlight the past, present, and future orientations of the most prominent groups, but it also examines and illustrates their key characteristics and how they operate, including key leaders and ideologues. Highlighting specific, individual groups, the chapters collectively present a robust and comprehensive outlook on the current geography of terrorism and insurgency groups operating in the world today. This comprehensive volume brings the collective expertise and knowledge of more than 50 academics, intelligence and security officials, and professionals together, all of whom are considered subject experts in their respective areas of research and practice. The volume is based on both desk-based and fieldwork conducted by experts in these areas, incorporating analyses of secondary literature but also the use of primary data including first-hand interviews on the various groups’ regions of operation, their tactics, and how their ideologies motivate their actions.

This edited collection provides a comprehensive, insightful, and detailed study of a vital area of public policy debate as it is currently occurring in countries across the world from India to South Africa and the United Kingdom to Australia. Bringing together academics and experts from a variety of jurisdictions, it reflects upon the impact on human rights of the application of more than a decade of the "War on Terror" as enunciated soon after 9/11. The volume identifies and critically examines the principal and enduring resonances of the concept of the "War on Terror". The examination covers not only the obvious impacts but also the more insidious and enduring changes within domestic laws. The rationale for this collection is therefore not just to plot how the "War on Terror" has operated within the folds of the cloak of liberal democracy, but how they render that cloak ragged, especially in the sight of those sections of society who pay the heaviest price in terms of their human rights. Examines violent terrorist groups that, while not formally allied with al-Qaeda, could pose a threat to Americans now or in the future and to the security of our friends and allies. The authors show how terrorists use criminal organizations and connections to finance their activities, and they identify distinct strategies to neutralize or mitigate these threats.

This paper summarizes the key insights from the conference. (1) Competing definitions of terrorism and war yield different diplomatic, legal, and military consequences. The definition a policy maker chooses is a key consideration. (2) The United States defined the September 11, 2001, attacks as acts of war rather than crimes outside a war context. The resulting response was due in part to a lack of legal flexibility in U.S. law, not understanding the power imbedded in criminal categorization, and reliance on structural changes for solutions. (3) European countries have a long history of individually and collectively responding to terrorism through their legal systems and the United States could profit from examining those responses. (4) Latin America has a long history of contending with terrorism in a context of guerrilla warfare. (5) Strategists and policy makers often incorrectly view the Islamic world as homogeneous and unchanging in its relationship to the West and to terrorism. (6) Policy formulation could benefit from the many historical examples, some in U.S. history, of problems associated with applying laws of war to insurgencies and other irregular warfare. (7) The United States should avoid the following: limiting itself by adopting overly simple definitions; characterizing offending groups by a tactic used and forgetting that they have many other dimensions; one-dimensional reactions to attacks; and underestimating the value of legal solutions to international problems.

Gulf Charities and Islamic Philanthropy in the "Age of Terror" and Beyond is the first book to be published on the charities of Saudi Arabia and the Arabian Gulf, covering their work both domestic and international. From a diversity of viewpoints, the book addresses: the historical roots of Islamic philanthropy in religious traditions and geopolitical movements; the interactions of the Gulf charities with "Western" relief and development institutions - now under pressure owing to budgetary constraints; numerous case studies from the Middle East, Africa, and South Asia; the impact of violent extremism on the sector, with the legal repercussions that have followed - especially in the USA; the recent history of attempts to alleviate the obstacles faced by bona fide Islamic charities, whose absence from major conflict zones now leaves a vacuum for extremist groups to penetrate; the prospects for a less politicized Islamic charity sector when the so-called "war on terror" eventually loses its salience.

The rise of the Islamic State since 2014 has led to the re-emergence of terrorism as a serious security threat in Asia. Coupled with the ongoing terrorism and insurgency challenges from both radical religious extremists and also ethno-nationalist insurgencies, it is clear that some parts of Asia remain mired in armed rebellion despite decades of nation-building. While the situation in Afghanistan and Pakistan has obviously deteriorated, there is also a growing terrorist challenge, on top of armed insurgencies, in other parts of Asia. A common theme in armed rebellions in the region has been the lack of legitimacy of the state and the presence of fundamental causes stemming from political, economic or social grievances. Addressing rebellion in the region thus requires a comprehensive approach involving transnational co-operation, addressing fundamental grievances, and also the use of more innovative approaches, such as religious rehabilitation and reconciliation programmes.

This title explores the legal role of torture and other violence as it was used in colonial ruling. It rigorously attempts to theorize the nature of this violence, including its materiality and its effects on the bodies of the colonized, and those who perpetrated it. This book provides a full examination of the history of torture in colonial India.
