The contributors to this book analyse the different approaches and modes of terrorist rehabilitation that have been attempted by Malaysia, and other countries in Southeast Asia. With an emphasis on the particular contexts within which they operate, this book examines the factors that determine the relative successes and failure of a wide range of community initiatives in integrating terrorists back into society. These initiatives include using methods based on social psychology, religion, and entrepreneurship to develop a comprehensive approach to rehabilitating and deradicalizing terrorists in Malaysia as well as Singapore, Indonesia and the Philippines. With recent changes in social and political landscapes around the world the focus of preventive counter-terrorism has shifted in many places from government to civil society. The contributors analyze the different approaches of Civil Society Organizations in preventing and countering violent extremism in various countries in South and Southeast Asia. The rise of the Islamic State since 2014 has led to the re-emergence of terrorism as a serious security threat in Asia. Coupled with the ongoing terrorism and insurgency challenges from both radical religious extremists and also ethno-nationalist insurgencies, it is clear that some parts of Asia remain mired in armed rebellion despite decades of nation-building. While the situation in Afghanistan and Pakistan has obviously deteriorated, there is also a growing terrorist challenge, on top of armed insurgencies, in other parts of Asia. A common theme in armed rebellions in the region has been the lack of legitimacy of the state and the presence of fundamental causes stemming from political, economic or social grievances. Addressing rebellion in the region thus requires a comprehensive approach involving transnational co-operation, addressing fundamental grievances, and also the use of more innovative approaches, such as religious rehabilitation and reconciliation programmes.

This book examines the twin phenomena of radicalization and de-radicalization in a global context of political extremism and violent conflict, focusing on the approaches of governments in how they use counterterrorism to respond to radicalization and extremism. "Partnership" is a key concept in contemporary international peace operations. There is no universal model of peace operations in contemporary international society. Ad hoc arrangements of "partnership" between the United Nations and various regional organizations are consequences of the complex circumstances of international security. The ways in which "partnerships" are organised differently in different regions reflect each region's distinctive security situation. The universal nature of "liberal peacebuilding" is thus maintained only by ad hoc arrangements. All the UN peacekeeping operations in Africa have some partnership linkages with regional or sub-regional organizations ranging from the African Union (AU) and regional mechanisms to the European Union (EU). What are the conditions and characteristics that enable or lead to partnership peacekeeping in Africa? How should we understand lower levels of partnership peacekeeping in other regions? By highlighting key characteristics of partnership peacekeeping, the book explores these issues and argues that partnership is a reflection of political circumstances. The book provides an unexplored but critical perspective to understand the contemporary world for those who study International Relations, Security Studies, International Organizations, and Peace Studies.

Despite the long-held and jealously guarded ASEAN principle of non-intervention, this book argues that states in Southeast Asia have begun to display an increasing readiness to think about sovereignty in terms not only of state responsibility to their own populations but also towards neighbouring countries as well. Taking account of the realities of interstate cooperation in the region, and drawing on the work of Emmanuel Levinas, the author develops a new theoretical framework reflecting an evolution of attitudes about state sovereignty to explain this emerging ethic of regional responsibility.
