Around the globe, various kinds of testing, including high stakes national census testing, have become meta-policies, steering educational systems in particular directions, and having great effects on schools and on teacher practices, as well as upon student learning and curricula. There has also been a complementary global aspect to this with the OECD’s PISA and IEA’s TIMSS and PIRLS, which have had impacts on national education systems and their policy frameworks. While there has been a globalized educational policy discourse that suggests that high stakes standardised testing will drive up standards and enhance the quality of a nation’s human capital and thus their international economic competitiveness, this discourse still manifests itself in specific, vernacular, path dependent ways in different nations. High stakes testing and its effects can also be seen as part of the phenomenon of the ‘datafication’ of the world and ‘policy as numbers’, linked to other reforms of the state, including new public management, network governance, and top-down and test-based modes of accountability. This edited collection provides theoretically and empirically informed analyses of these developments. This book was originally published as a special issue of the Journal of Education Policy.

In his 1997 State of the Union address, President Clinton announced a federal initiative to develop tests of 4th-grade reading and 8th-grade mathematics that could be administered on a voluntary basis by states and school districts beginning in spring 1999. The principal purpose of the Voluntary National Tests (VNT) is to provide parents and teachers with systematic and reliable information about the verbal and quantitative skills that students have achieved at two key points in their educational careers. The U.S. Department of Education anticipated that this information would serve as a catalyst for continued school improvement, by focusing parental and community attention on achievement and by providing an additional tool to hold school systems accountable for their students' performance in relation to nationwide standards. Shortly after initial development work on the VNT, Congress transferred responsibility for VNT policies, direction, and guidelines from the department to the National Assessment Governing Board (NAGB, the governing body for the National Assessment of Educational Progress). Test development activities were to continue, but Congress prohibited pilot and field testing and operational use of the VNT pending further consideration. At the same time, Congress called on the National Research Council (NRC) to assess the VNT development activities. Since the evaluation began, the NRC has issued three reports on VNT development: an interim and final report on the first year's work and an interim report earlier on this second year's work. This final report includes the findings and recommendations from the interim report, modified by new information and analysis, and presents our overall conclusions and recommendations regarding the VNT.

In 1989 New Zealand embarked on what is arguably the most thorough and dramatic transformation of a compulsory state education system ever undertaken by an industrialized country. Under a plan known as Tomorrow's Schools this island nation of 3.8 million people abolished its national Department of Education and turned control of its nearly 2,700 primary and secondary schools over to locally elected boards of trustees. Virtually overnight, one of the world's most tightly controlled public education systems became one of the most decentralized. Two years later, in 1991, with a new government in power, New Zealand enacted further reforms that introduced full parental choice of schools and encouraged the development of a competitive culture in the state education system. Debate rages in the United States about whether similar reforms would improve the performance of the country's troubled public school system. Judgments about the potential benefits of these ideas, as well as the general relevance of economic models to educational systems, tap into deeply held values, and discussion in the U.S. has been hampered by the lack of practical experience with them. The extended and widespread experiences of New Zealand, whose school system functions much like our own, provide U.S. policy makers with a wide range of appropriate insights and implications to consider as they gauge the merits of bold education reform.
