This book offers an overview of the formation of the Afghan state and of the politics, economic challenges and international relations of contemporary Afghanistan. It opens with an account of some of the key features that make Afghanistan unique and proceeds to discuss how the Afghan state acquired a distinctive character as a rentier state. In addition, the authors outline a complex range of domestic and external factors that led to the breakdown of the state, and how that breakdown gave rise to a set of challenges with which Afghan political and social actors have been struggling to deal since the 2001 international intervention that overthrew the anti-modernist Taliban regime. It then presents the different types of politics that Afghanistan has witnessed over the last two decades; examines some of the most important features of the Afghan economy; and demonstrates how Afghanistan’s geopolitical location and international relations more broadly have complicated the task of promoting stability in the post-2001 period. It concludes with some reflections on the factors that are likely to shape Afghanistan’s future trajectory and notes that if there are hopes for a better future, they largely rest on the shoulders of a globalised generation of younger Afghans. "Afghanistan has come a long way since emerging from major conflict in late 2001. The economy has recovered strongly, growing by nearly 50% cumulatively in the last two years (not including drugs). Some three million internally and externally displaced Afghans have returned to their country. More than four million children, a third of them girls, are in school, and immunization campaigns have achieved considerable success. The Government has supported good economic performance by following prudent macroeconomic policies and it has made extraordinary efforts to develop key national programs and to revive social services like education and health. Nevertheless, Afghanistan remains one of the poorest countries in the world in terms of both per-capita incomes and social indicators, with large gender gaps. The difficult challenge of poverty reduction is made even more difficult by continuing insecurity, weak rule of law, and narcotics. Afghanistan - State Building, Sustaining Growth, and Reducing Poverty provides a greater understanding of the core challenges that lie ahead for Afghanistan and key priorities for national reconstruction. The Afghan economy has been shaped by more than two decades of debilitating conflict and has some very unusual features which this study analyzes. The authors argue that the country must break out of the vicious cycle that would keep it insecure, fragmented politically, weakly governed, poor, dominated by the illicit economy, and a hostage to the drug industry. This book is about the period before the Russian-led Soviet invasion and the consequences and conditions that followed the devastating decade-long war. These consequences from a savage war have been forgotten and ignored since individual and institutional discussions have been about the present US-led war since 2001. Little academic and independent scholarly work has appeared on the Afghan economy since the 1970s. An understanding of what happened in Afghanistan during the first invasion and war is important in its own historical setting and as a background for the prevailing conditions at the present. Chapters 5?10 are about these topic areas, and the appendix summarizes the results of the studies and provides an overall assessment of the harm done to Afghanistan and the Afghan economy by the Russian-led Soviet invasion, occupation, and war.
