This book examines the development of democratic thought in the African National Congress (ANC) of South Africa, with a focus on the movement’s ideas about participatory democracy. It makes particular reference to two key periods: the 1980s ‘people’s power’ movement and the subsequent years of policy formulation from 1990 when the ANC began to design and implement a system of participatory democracy alongside a representative government. Through the examination of historic documents and in-depth interviews with former ANC activists, government officials and those involved in policy development, the author explores the inspiration for the party’s commitment to establishing participatory democracy. The book combines democratic theory and political and intellectual history to look at the role of popular participation as part of a broader trajectory of the ANC’s democratic thought. It critically engages with concepts used in the party’s participatory discourse with a view to deepening our understanding of how ideas have shaped the construction of South Africa’s democracy.

The African National Congress is light years beyond the liberation movement of old. It remains a juggernaut, but its control and dominance are no longer watertight. The ANC lives the contradictions of weaknesses, cracks and factions while retaining its colossal status. As a party-movement it draws on its liberation credentials, and extracts immense power from its deep anchorage in South Africa’s people. It is immersed in electoral politics that marks the state of its overwhelming power cyclically. As government the ANC is the object of protest, but not protest designed to bring the ruling party to its knees. The ANC is in command of the state, yet fails to definitively counter the deficits that make South Africa’s democracy seem so diluted. Its incredulous and thus far trusting supporters condemn but only rarely punish deployees who do not ‘pass through the eye of the needle’. The ANC and the Regeneration of Political Power unpacks these contradictions. It focuses on four faces of the ANC’s political power – the organisation, the people, political parties and elections, and policy and government – and explores how the ANC has acted since 1994 to continuously regenerate its power. By 2011-12 the power configurations around the ANC were converging to a conjuncture holding vexing uncertainties. This book presents insights into how South African politics – in many ways synonymous with the politics of the ANC – is likely to unfold in years and possibly decades to come.

This book compares the Communist parties of India and South Africa in their pursuits of socialist democracy. Williams looks at their organizational characteristics, party history, and their competing tendencies, as well as how they have pushed forward their similar ideologies within their unique political and economic environments.

Many of their fears were, in effect, to be recognised by the Constitution, which embedded individual rights, including those to property and private schooling, alongside the important principle of proportionality of political representation. While a small minority of whites chose to emigrate, the large majority had little choice but to adjust to the democratic settlement which, on the whole, they have done - and in different ways. It was only a small right wing which sought to actively resist; others have sought to withdraw from democracy into social enclaves; but others have embraced democracy actively, either enthusiastically welcoming its freedoms or engaging with its realities in defence of 'minority rights'. .

Since the 1960s, participatory discourses and techniques have been at the core of decision making processes in a variety of sectors around the world – a phenomenon often referred to as the participatory turn. Over the years, this participatory turn has given birth to a large array of heterogeneous participatory practices developed by a wide variety of organizations and groups, as well as by governments. Among the best-known practices of citizen participation are participatory budgeting, citizen councils, public consultations, etc. However, these experiences are sometimes far from the original 1960s’ radical conception of participatory democracy, which had a transformative dimension and aimed to overcome unequal relationships between the state and society and emancipate and empower citizens in their daily lives. This book addresses four sets of questions: what do participatory practices mean today?; what does it mean to participate for participants, from the perspective of citizenship building?; how the processes created by the participatory turn have affected the way political representation functions?; and does the participatory turn also mean changing relationships and dynamics among civil servants, political representatives, and citizens? Overall, the contributions in this book illustrate and grasp the complexity of the so-called participatory turn. It shows that the participatory turn now includes several participatory democracy projects, which have different effects on the overall system depending on the principles that they advocate. This book was originally published as a special issue of the Journal of Civil Society.

Despite several idealistic efforts towards a united Africa, the term remains a hypothetical concept symbolizing a desired federal state on the continent. While globalization and interconnectedness have brought prosperity in some parts of the world, Africa has not generally benefited from global decisions. During the last decade of the 20th century, Africa has been marked by a "constitutional wind" which has blown across the continent giving impetus to constitutional reforms designed to introduce constitutionalism and good governance. One of the main features of these processes has been the promotion of public participation, encouraged by both civil society and the international community. This book aims to provide a systematic overview of participation forms and mechanisms across Africa, and a critical understanding of the impact of public participation in constitution-making processes, digging beneath the rhetoric of public participation as being at the heart of any successful transition towards democracy and constitutionalism. Using case studies from Central African Republic, Egypt, Kenya, Libya, Malawi, Morocco, Senegal, Somalia, South Africa, South Sudan, Tanzania, Tunisia, Zambia and Zimbabwe, the book investigates various aspects of participatory constitution making: from conception, to processes, and specific contents that trigger ambivalent dynamics in such processes. The abstract glorification of public participation is questioned as theoretical and empirical perspectives are used to explain what public participation does in concrete terms and to identify what lessons might be drawn from those experiences. Since 1994, public works programs with community participation have been part of South Africa's efforts to reduce poverty through increasing employment, skills, infrastructure, and local capacities. This report is an analysis of the intended and actual responsibilities of community forums and community-based committees; the value added by community participation in project selection, design, and management, and the problems introduced; the impact of community participation on project performance; and the factors that have constrained the ability of community-based committees to play the role envisioned for them in policy documents. The research provides a window into the developmental changes and challenges faced by South Africa since its transition to democracy in 1994 and reveals the dilemmas and possibilities pertaining to community-driven development projects.

South Africa is characterised by a youthful population, and the challenges and possibilities that characterise the young generation are both warning signs and beacons of hope for a nation founded on social justice. Youth in South Africa: Agency, (in)visibility and national development takes stock of the nation's development as it affects young people. Authors offer both personal and professional insights into the ways in which the youth navigate their own pathways to adulthood. These include formal and informal engagements with politics, as well as protest, (un)employment, entrepreneurship, education, religion, experiences with sexuality and violence and a multitude of other life experiences. Contributors paint a picture of the initiative, agency and resilience of the youth, as well as the challenges before them. Authors also identify the state of "waithood" faced by those unable to make the transition out of youth into full adulthood as a result of their socio-economic circumstances and political context. By engaging these experiences and insights, and primarily informed by the inputs of young people, the authors highlight the limitations of existing youth policies and frameworks. The case is made for policy instruments to be informed by the lived experiences of the youth as they navigate a complex macrosocial environment, and by the messages the youth communicate about the limitations of current approaches.

Democratic evaluation brings a way of thinking about evaluation’s role in society and in particular, its role in strengthening social justice. Yet the reality of applying it, and what happens when it is applied particularly outside the West, is unclear.
