This report presents a perspective on the impacts of flooding in rural areas and how to address them in an integrated way that delivers multiple long-term benefits for people (food, water, and economic security) and nature. The challenges faced by rural communities are illustrated and a strategic approach to flood management is presented. The approach advocated is based on a paradigm of planning that connects the short and long term, seeks to simultaneously manage flood risk to people, their agrifood systems, related livelihoods and the economy, while promoting the positive (and necessary) role floods play in maintaining productive agriculture (and aquaculture) and ecosystem health. In doing so, the approach embeds the concepts of disaster risk reduction (DRR) that are integral to the Sendai Framework for Disaster Risk Reduction 2015–2030, which contributes to the 2030 Agenda for Sustainable Development and the crucial need to progress at pace towards the Sustainable Development Goals. The report highlights how flood management practice has evolved throughout history largely in response to flood events. This heuristic approach has yielded some important advances in both policy and planning. Central to this has been the shift from a reactive emergency-based response towards a proactive approach aimed at reducing and managing flood risks. There is however more to do. Recognizing that rural areas have received disproportionately less attention, and current approaches to planning and management are less well established in rural areas compared to urban areas (Asian Development Bank, 2018), a small number of recommendations are set to help make more rapid progress towards flood resilience in rural settings.

This paper develops a new framework to measure and track women’s empowerment in governance of countries’ agrifood systems. All too often, women’s needs, priorities, and voices are missing from the policy process, even when women may be disproportionately affected by shocks or have distinct policy preferences. The Women’s Empowerment in Agrifood Systems Governance (WEAGov) is an assessment framework to help countries and stakeholders measure the extent of inclusion and leadership of women in agrifood systems governance and to identify gaps and opportunities for improvement. WEAGov looks across three stages of the policy cycle: policy design, policy implementation, and policy evaluation. At each stage of the policy cycle, WEAGov asks three questions central to women’s empowerment in governance: Are women considered? Are women included? And are women influencing? This paper describes the process of conceptualizing and developing the WEAGov assessment framework by drawing together evidence, experience, and lessons from the literature and from over 30 stakeholder consultations across several countries and sectors to develop a practical and theoretically grounded framework.

The COVID-19 pandemic exposed the vulnerability of agrifood systems to shocks and stresses and led to increased global food insecurity and malnutrition. Action is needed to make agrifood systems more resilient, efficient, sustainable and inclusive. The State of Food and Agriculture 2021 presents country-level indicators of the resilience of agrifood systems. The indicators measure the robustness of primary production and food availability, as well as physical and economic access to food. They can thus help assess the capacity of national agrifood systems to absorb shocks and stresses, a key aspect of resilience. The report analyses the vulnerabilities of food supply chains and how rural households cope with risks and shocks. It discusses options to minimize trade-offs that building resilience may have with efficiency and inclusivity. The aim is to offer guidance on policies to enhance food supply chain resilience, support livelihoods in the agrifood system and, in the face of disruption, ensure sustainable access to sufficient, safe and nutritious food to all.

The mainstream agri-food system in Thailand has been shaped to aid capital accumulation by domestic and transnational hegemonic forces, and is currently sustained through hegemonic agri-food production-distribution, governance structures and ideational order. However, sustainable agriculture and land reform movements have to certain extents managed to offer alternatives. This book adopts a neo-Marxist and Gramscian approach to studying the political economy of the agricultural and food system in Thailand (1990-2014). The author argues that hegemonic forces have many measures to co-opt dissent into hegemonic structures, and that counter-hegemony should be seen as an ongoing process over a long period of time where predominantly counter-hegemonic forces, constrained by political economic structural conditions, may at times retain some hegemonic elements. Contrary to what some academic studies suggest, the author argues that localist-inspired social movements in Thailand are not insular and anti-globalisation. Instead, they are selective in fostering collaborations and globalisation based on values such as sustainability, fairness and partnership. Providing new perspectives on polarised politics in Thailand, particularly how cross-class alliances can further or frustrate counter-hegemonic movements, the book points to the importance of analysing social movements in relation to established political authority. It will be of interest to academics in the field of Politics and International Relations, Sociology, Development Studies and Asian Studies.

“One problem with the food system is that price is the bottom line rather than having the bottom line be land stewardship, an appreciation for the environmental and social value of small-scale family farms, or for organically grown produce.” —Interview with farmer in Skagit County, Washington For much of the later twentieth century, food has been abundant and convenient for most residents of advanced industrial societies. The luxury of taking the safety and dependability of food for granted pushed it to the back burner in the consciousness of many. Increasingly, however, this once taken-for-granted food system is coming under question on issues such as the humane treatment of animals, genetically engineered foods, and social and environmental justice. Many consumers are no longer content with buying into the mainstream, commodity-driven food market on which they once depended. Resistance has emerged in diverse forms, from protests at the opening of McDonald’s restaurants worldwide to ever-greater interest in alternatives, such as CSAs (community-supported agriculture), fair trade, and organic foods. The food system is increasingly becoming an arena of struggle that reflects larger changes in societal values and norms, as expectations are moving beyond the desire for affordable, convenient foods to a need for healthy and environmentally sound alternatives. In this book, leading scholars and scholar-activists provide case studies that illuminate the complexities and contradictions that surround the emergence of a “new day” in agriculture. The essays found in The Fight Over Food analyze and evaluate both the theoretical and historical contexts of the agrifood system and the ways in which trends of individual action and collective activity have led to an “accumulation of resistance” that greatly affects the mainstream market of food production. The overarching theme that integrates the case studies is the idea of human agency and the ways in which people purposefully and creatively generate new forms of action or resistance to facilitate social changes within the structure of predominant cultural norms.
