The Art Of Governing Coherently

eBook Download

BOOK EXCERPT:

This book provides clear strategies and processes for boards faced with the challenge to make their governing model, either Coherent GovernanceÒ or Policy GovernanceÒ, work in real life. The Art of Governing Coherently is a practical guide loaded with down-to-earth solutions, all based on processes successfully in use today by boards across the United States and internationally. While many of the examples offered here come from the world of public school boards and non-profit boards, the implementation processes are equally applicable to boards of all types. The challenge of governing and leading a complex organization is difficult enough without struggling to develop and use clear, logical and accountable processes. The Art of Governing Coherently does exactly what the title promises. The authors draw from their combined 70-plus years of experience in working with public and non-profit boards, including work with hundreds of boards using both Coherent GovernanceÒ and Policy GovernanceÒ, as they present their insight about how to use the models effectively. Their common-sense implementation strategies for helping real boards deal with real issues, and doing it through faithful utilization of their new governing tools, makes this a continuing reference source for boards as they translate theory into practice.

Good Governance Is A Choice

eBook Download

BOOK EXCERPT:

Good Governance is a Choice, 2nd edition is a book about, and for, boards of public and non-profit organizations. Its central focus is on public school boards and the special challenges they face, but the governing model it introduces, Coherent Governance , is applicable to any board of any type. Coherent Governance is a policy-based governing model that features a fail-proof means for creating absolute role clarity for boards and their CEOs. The model offers a process for boards to control operational decisions without making them, allowing them to spend the dominant part of their time on what matters—whether the organization is delivering the goods for the clients it serves. The authors challenge readers to consider themselves to be the very first board elected or appointed to serve their organization and to thoughtfully craft a governance role and board processes to allow them to best do their work—unencumbered by past practice and tradition. They draw from their combined 60-plus years of experience in working with public and non-profit boards as they present their state-of-the-art governing model.

Public Finance And Economic Growth In Developing Countries

eBook Download

BOOK EXCERPT:

Public finance is crucial to a country’s economic growth, yet successful reform of public finances has been rare. Ethiopia is an example of a country that undertook comprehensive reform of its core financial systems, independent of the IMF and the World Bank, and successfully transformed itself into one of the fastest-growing economies in Africa. With Ethiopia’s twelve-year reform as its guiding case study, this book presents new analytical frameworks to help governments develop better financial reforms. It shows in detail how four core financial systems—budgeting, accounting, planning, and financial information systems—can be reformed. One of the principal findings presented is that governments must establish basic public financial administration before moving to more sophisticated public financial management. Other key findings include the identification of four strategies of reform (recognize, improve, change, and sustain), the centrality of ongoing learning to the process of reform, and the importance of government ownership of reform. This book will be of interest to researchers and policymakers concerned with public finance, developmental economics, and African studies.

A Coherent European Procurement Law And Policy For The Space Sector

eBook Download

BOOK EXCERPT:

Space is a matter of strategic importance and in need of concerted action by the European space actors. Distinct approaches to public procurement must not hamper the cooperation between the European Space Agency, the European Union and their respective Member States. The study provides a toolbox for space procurement that addresses specificities of this sector. Each tool is assessed in light of policy objectives, market conditions and the legal frameworks of the European Union and the European Space Agency. A discussion on selected means of policy implementation other than procurement, so-called Extra-Procurement Instruments, complements this toolbox. The Third Way in European space procurement caters for both coherence and flexibility needs and is intended to serve policy-makers as they finally make "Europe in Space" a reality.

Governing Complex Societies

eBook Download

BOOK EXCERPT:

Western societies are becoming increasingly complex and challenging to govern, yet the modern state continues to play a central role in governance. This book presents a detailed analysis of the challenges confronting the contemporary state and the processes through which the state addresses those challenges. The notion of 'governing without government' is critiqued; instead, Pierre and Peters argue that what is happening a more a matter of state transformation than state decline.

The Concept Of Coherence In Art

eBook Download

BOOK EXCERPT:

This book concerns a single topic, coherence in the several arts, which is vague to begin with, but becomes progressively more precise as we proceed. While the book is not a formalist theory of art it aims to take steps toward clearing up the concept of form, which is of central interest in art, either by its observance or by deliberate defiance. While our interest is thus in one concept, it is as a matter of fact complex and covers some seven subordinate topics. Each of these important subjects is covered in separate chapters: the number of principal parts of artworks, their extent, size or magnitude, the intervallic relation between them, and their dimensional, contextual, tendentive, and connotational relations, all of which will be explained as we proceed. There are ample analyses or critiques devoted to particular artworks which appear in Part Two. While the book keeps to a fairly narrow range of subjects, breadth is there too, and the implication for all the arts is manifest. The examples cover mainly music, but there is a broad selection of architecture, sculpture, painting, both abstract and figural, and a brief selection from the field of narrative poetic art. Many more types of the arts had to be excluded to make the book of manageable size.
