Coming out of an established international graduate student conference organized by the East-West Center, this book presents selected papers written by graduate students from different fields of study. After identifying historical or contemporary issues in each field, these papers propose a framework for resolving these issues, whether through global commitment, regional cooperation, national policy, or local knowledge and practice. The unifying thread of this book is sustaining resilience in the Asia Pacific. We acknowledge this perseverance and try to sustain and disseminate it so that other communities may learn from these practices and experiences. Generally, a volume like this would address the challenge of this region from a security, economics or political perspective. This book hopes to add to the literature on resiliency by addressing these issues from a multidisciplinary and multilevel perspective.

Many scholars of international relations in Asia regard bilateralism and multilateralism as alternative and mutually exclusive approaches to security co-operation. They argue that multilateral associations such as ASEAN will eventually replace the system of bilateral alliances which were the predominant form of U.S. security co-operation with Asia-Pacific allies during the Cold War. Yet these bilateral alliances continue to be the primary means of the United States’ strategic engagement with the region. This book contends that bilateralism and multilateralism are not mutually exclusive, and that bilateralism is likely to continue strong even as multilateralism strengthens. It explores a wide range of issues connected with this question. It discusses how US bilateral alliances have been reinvigorated in recent years, examines how bilateral and multilateral approaches to specific problems can work alongside each other, and concludes by considering how patterns of international security are likely to develop in the region in future.

The main theme of this book is that security is not just about defence from external attack, but embraces the protection of identity and values which cultures regard as important, and which they may regard as worth fighting for. This monograph provides an analysis of the People's Republic of China's evaluation of multilateralism and its place in Chinese foreign relations in the Asia-Pacific region. In contrast to conventional scholarly wisdom, the author, Dr. Jing-dong Yuan, contends that China is not opposed to multilateral approaches. In fact, Dr. Yuan asserts that China has adopted an approach he dubs "conditional multilateralism." According to Dr. Yuan, China now recognizes that multilateral engagement is unavoidable and indeed can be useful in advancing China's interests. China's embrace of multilateralism, however, varies depending upon the particular forum and specific issue. Furthermore, Dr. Yuan contends China remains leery of entering into arrangements that might constrain its independence and flexibility. This change in China's attitude toward multilateralism is a significant one that has important implications for U.S. national security strategy and for U.S. interests in the Asia-Pacific.
