The paper examines labor market developments in the four hard-peg European Union (EU) accession candidates during transition, with a view toward understanding the persistent high unemployment experienced in each country. Despite the significant levels of unemployment in all four countries, labor market developments suggest that the strongest and earliest reformers have had the best labor market performance as well. It is crucial that all four countries continue their policies aimed at encouraging investment and job creation. Accession to the EU will present challenges to labor markets.

In recent years, the IMF has released a growing number of reports and other documents covering economic and financial developments and trends in member countries. Each report, prepared by a staff team after discussions with government officials, is published at the option of the member country.

Bulgaria’s convergence towards more advanced economies has continued but at a slower pace. Soaring energy and food prices have pushed up inflation to highest levels in decades.

There has been a remarkable upsurge of debate about increasing inequalities and their societal implications, reinforced by the economic crisis but bubbling to the surface before it. This has been seen in popular discourse, media coverage, political debate, and research in the social sciences. The central questions addressed by this book, and the major research project GINI on which it is based, are: - Have inequalities in income, wealth and education increased over the past 30 years or so across the rich countries, and if so why? - What are the social, cultural and political impacts of increasing inequalities in income, wealth and education? - What are the implications for policy and for the future development of welfare states? In seeking to answer these questions, this book adopts an interdisciplinary approach that draws on economics, sociology, and political science, and applies this approach to learning from the experiences over the last three decades of European countries together with the USA, Japan, Canada, Australia, and South Korea. It combines comparative research with lessons from specific country experiences, and highlights the challenges in seeking to adequately assess the factors underpinning increasing inequalities and to identify the channels through which these may impact on key social and political outcomes, as well as the importance of framing inequality trends and impacts in the institutional and policy context of the country in question.

This open access book focuses on the formation and later socio-spatial trajectories of large housing estates in the Baltic countries—Estonia, Latvia, and Lithuania. It also explores claims that a distinctly “westward-looking orientation” in their design produced housing estates that were superior in design to those produced elsewhere in the Soviet Union (between 1944 and 1991, Estonia was a member republic of the USSR). The first two parts of the book provide contextual material to help readers understand the vision behind housing estates in Estonia, Latvia, and Lithuania. These sections present the background of housing estates in the Baltic Republics as well as challenges and debates concerning their formation, evolution, and present condition and importance. Subsequent parts of the book consist of: demographic analyses of the socioeconomic characteristics and ethnicity of housing estate residents (past and present) in the three Baltic capital cities, case studies of people and places related to housing estates in the Baltic countries, and chapters exploring relevant special topics and themes. This book will be of interest to students, scholars, and advocates interested in understanding the past, present, and future importance of housing estates in the Baltic countries.

Ten countries of Central and Eastern Europe and the Baltic (CEECs) are candidates to join an enlarged European Union (EU) in the years to come. The ten are Bulgaria, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, the Slovak Republic and Slovenia. This enlargement will bring many opportunities to the both the EU and the candidate countries. For the EU it will bring enhanced weight and influence. For the candidate countries it should mean an improvement of their long term growth prospects by providing access to an open single market. The accession process is providing the impetus for the acceleration of much needed economic, political, institutional and social reforms in some of the CEECs as they strive to meet EU membership requirements. The key for the CEECs is to achieve sustained, high long-term growth in order to meet their ultimate objective of accession. The EU has already concluded agreements with the CEECs which went beyond the narrowly conceived ideas of market access to include the alignment of the CEEC economic system with that of the EU's. This report sets out the future agenda for the successful integration of the CEECs into an enlarged EU. The first priority is for each country to complete its own process of transition to a free market democratic state. In short this will mean that many will have to address: their fiscal challenges, and ensure fiscal sustainability; the challenge of global financial integration, opening of their capital accounts; the strengthening of their administrative capacity; the reduction of unemployment; and the promotion of social inclusion.

This volume addresses and seeks to answer a number of questions on the current issues facing small states/powers in Europe. How can small European states survive and prosper within a multipolar world of great powers? What part should small states take in European integration? Are EU fiscal and monetary policies allowing for Keynesian economic stimulus when needed and are euro area convergence criteria viable as the world recovers from the COVID-19 crisis? Are small state alliances within the EU useful to counterbalance the influence of the larger EU member states? How far should EU and NATO expansion go? Should it include countries such as Ukraine? Can the EU rely on US leadership of NATO for its security? How should small states relate to great powers seeking to influence Europe, most notably the US, the People’s Republic of China and the Russian Federation? Do smaller states need to choose a single ally among the major powers? Using an interdisciplinary approach, the author discusses issues of economic policy, international relations and politics, economic and political integration, as well as the effects of global and regional institutions, and priorities in bilateral development cooperation, demonstrating how policies are shaped by the interaction between small states (small powers) and large states (great powers).
