BOOK EXCERPT:
A theological history of consequentialism and a fresh agenda for teleological ethics. Consequentialism—the notion that we can judge an action by its effects alone—has been among the most influential approaches to ethics and public policy in the Anglophone world for more than two centuries. In The Best Effect, Ryan Darr argues that consequentialist ethics is not as secular or as rational as it is often assumed to be. Instead, Darr describes the emergence of consequentialism in the seventeenth century as a theological and cosmological vision and traces its intellectual development and eventual secularization across several centuries. The Best Effect reveals how contemporary consequentialism continues to bear traces of its history and proposes in its place a more expansive vision for teleological ethics.

BOOK EXCERPT:
In Facilitating Desistance from Aggression and Crime: Theory, Research, & Strength-Based Practices, Drs. Calvin Langton and James Worling have gathered together internationally renowned authorities in the fields of psychology, psychiatry, criminology, social work, and law, to critically examine desistance as a construct, process, and outcome as well as the place of strengths work in correctional and forensic mental health settings. Integrating theory, emprical evidence, and applied practices, this timely volume is an essential scholarly resource with a clear practical emphasis for policy makers, researchers, practitioners, and graduate students.

BOOK EXCERPT:
The Northern Spotted Owl, a threatened species that occurs in coniferous forests in the western United States, has become a well-known environmental symbol. But how is the owl actually faring? This book contains the results of a long-term effort by a large group of leading researchers to document population trends of the Northern Spotted Owl. The study was conducted on 11 areas in the Pacific Northwest from 1985 to 2008, and its objectives were both to evaluate population trends and to assess relationships between reproductive rates and recruitment of owls and covariates such as weather, habitat, and the invasion of a closely related species, the Barred Owl. Among other findings, the study shows that fecundity was declining in five populations, stable in three, and increasing in three areas. Annual apparent survival rates of adults were declining in 10 out of 11 areas. This broad, synthetic work provides the most complete and up-to-date picture of the population status of this inconspicuous forest owl, which is at the center of the complex and often volatile debate regarding the management of forest lands in the western United States. BOOK EXCERPT:
This comprehensive text presents a rigorous framework from within which regulators can respond strategically to the claim by the pharmaceutical industry that lower drug prices today lead to a loss for the population’s future health due to less innovation. It starts with a critical review of the empirical evidence of the return to consumers on their ongoing investment into high drug prices in order to increase future innovation. The implicit, critical and unrealistic assumption inherent in these studies is identified, namely that the health budget can be expanded to purchase drugs at higher prices without an opportunity cost, for example, the foregone benefits of alternative investments in health care infrastructure. Price effectiveness analysis (PEA), is introduced. PEA informs the question of how the innovative surplus from the new drug should be allocated between the manufacturer and the consumer so as to optimise society’s welfare. The method allows the decisions by the regulator and the firm to be analysed jointly by specifying the firm’s production and revenue functions in terms of the clinical innovation of a new drug; the incremental effect used in the summary metric of cost effectiveness analysis. An economic value of innovation that takes into account opportunity cost under conditions of economic efficiency in the health system is proposed: the health shadow price. The limitations of the non-strategic methods that currently inform the highly contested new drug subsidy game are presented and the relative strengths of PEA are demonstrated. Health technology assessment quantifies both the clinical innovation of a new drug and its financial impact on the health system. Cost effectiveness analysis tests the relationship between the incremental cost and incremental effect of a new drug for target patients, at a given price. PEA tests the relationship between the price of a new drug and the health of the whole population, now and into the future. It achieves this by taking into account current inefficiency in both resource allocation and the displacement process, and the relationship between price and future innovation.

BOOK EXCERPT:
Cognitive training is not always effective. This is also the case for the form of cognitive training that this Research Topic focuses on: prolonged performance on game-like cognitive tasks. The ultimate goal of this cognitive training is to improve ecologically-valid target functions. For example, cognitive training should help children with ADHD to stay focused at school, or help older adults to manage the complexity of daily life. However, so far this goal has proven too ambitious. Transfer from trained to non-trained tasks is not even guaranteed in a laboratory, so there is a strong need for understanding how, when and for how long cognitive training has effect. Which cognitive functions are amenable to game training, for whom, and how? Are there mediating factors for success, such as motivation, attention, or age? Are the improvements real, or can they be attributed to nonspecific factors, such as outcome expectancy or demand characteristics? Are there better strategies to improve cognitive functions through game training? This Research Topic of Frontiers in Human Neuroscience charts current insights in the determinants of success of game training.
