This volume attempts to examine the many possible causes of Brexit. The conceptual 'peg' on which the volume hangs is that, irrespective of one's views on whether Britain's exit from the EU was a good or a bad thing, Brexit can justifiably be seen as yet another example of a British policy fiasco. Put simply, the British political elite was not at its best. The collective concern of this volume is twofold. First, it advances possible explanations of how the Brexit issue arose. Why was Britain’s membership of the EU thought to be so problematic for so many members of the British political elite and ultimately for a majority of voters? How did we get to June 2016 and the Brexit Referendum? Secondly, the volume examines how the issue was managed (or mismanaged) following the referendum result up until the Withdrawal Agreement in March 2019. The contributions to this volume explore these questions by looking at Brexit from different analytical angles. Some authors explore the long-term causes of Brexit, by disentangling the fraught relationship between the UK and the EU, which had provided the Brexit train with steam; others explore the highly conflictual domestic political dynamics in the run-up to the referendum and in the negotiations of a Brexit deal. The chapters in this book were originally published as a special issue of Journal of European Public Policy.

The Oxford Handbook of Foreign Policy Analysis repositions the subfield of Foreign Policy Analysis (FPA) to a central analytic location within the study of International Relations (IR). Over the last twenty years, IR has seen a cross-theoretical turn toward incorporating domestic politics, decision-making, agency, practices, and subjectivity - the staples of the FPA subfield. This turn, however, is underdeveloped theoretically, empirically, and methodologically. To reconnect FPA and IR research, this handbook links FPA to other theoretical traditions in IR, takes FPA to a wider range of state and non-state actors, and connects FPA to significant policy challenges and debates. This book revisits and re-defines the policy style concept and explores the long-standing debate in British political science concerning how best to characterise the British policy style. The book highlights several trends that suggest that the British policy style has shifted towards the impositional end of the policy style spectrum, bringing it more in line with the traditional Westminster model of governing. However, these changes also reflect a more frenetic policy style which might increase the number of policy blunders and failures in British Government unless means are found to access and manage the specialist expertise that interest groups possess.

This book examines the seismic impact of Brexit on the British political system, assessing its likely long-term effect in terms of a significantly changed political and constitutional landscape. Starting with the 2015 general election and covering key developments up to "Brexit Day", it shows how Brexit "transformed" British politics. The unprecedented turmoil – two snap elections, three Prime Ministers, the biggest ever defeat for the Government in Parliament, an impressive number of rebellions and reshuffles in Cabinet and repeated requests for a second independence referendum in Scotland – as a result of leaving the EU, calls into question what sort of political system the post-Brexit UK will become. Taking Lijphart’s "Westminster model" as its reference, the book assesses the impact of Brexit along three dimensions: elections and parties; executive–legislative relationships; and the relationship between central and devolved administrations. Based on a wealth of empirical material, including original interviews with key policymakers and civil servants, it focuses on the "big picture" and analytically maps the direction of travel for the UK political system. Environmental Groups and Legal Expertise explores the use and understanding of law and legal expertise by environmental groups. Rather than the usual focus on the court room, it scrutinises environmental NGO advocacy during the extraordinarily dramatic Brexit process, from the referendum on leaving the EU in June 2016 to the debate around the new Environment Bill in the first half of 2020. There is generally a weak understanding of both the complexity and the potential of legal expertise in the environmental NGO community. Legal expertise can be more than a tool for campaigners, and more than litigation: it provides distinctive ways of both seeing the world and changing the world. The available legal resource in the sector is not just a practical limit on what can be done, but spills into the very understanding of what should be done, and what resource is needed. Mutually reinforcing links between capacity, understanding, culture and investment affect legal expertise across the board. There are, however, pockets of sophisticated legal expertise in the community, and legal expertise was heavily and often effectively used in the anomalously law-heavy Brexit-environment debate. The ability to call on thinly spread legal expertise in a crisis was in part due to effective NGO collaboration around Brexit-environment.

This book examines the effects of personnel turnover in European Union institutions. Individuals enter and exit EU institutions with remarkable frequency, and questions involving institutional personnel lie at the heart of populist and feminist critiques of the EU. Are these critiques accurate? How do personnel dynamics affect the EU’s legitimacy? Will changing patterns of turnover help to redeem the EU? Personnel Turnover addresses these issues by considering turnover’s effects on three aspects of legitimacy (input, throughput, and output). Authors use a common framework to explore various questions: Does turnover affect the ways that EU citizens see the EU or the likelihood that citizens will participate in EU elections? Does turnover affect the efficiency of the EU decision-making or the EU’s ability to promote its interests abroad? In tackling these contemporary subjects, the authors throw light on a classical question—what difference does it make when political leaders are replaced?

What sort of methods are best suited to understanding constitutional doctrines and practices? Should we look to lawyers and legal methods alone, or should we draw upon other disciplines such as history, sociology, political theory, and moral philosophy? Should we study constitutions in isolation or in a comparative context? To what extent must constitutional methods be sensitive to empirical data about the functioning of legal practice? Can ideal theory aid our understanding of real constitutions? This volume brings together constitutional experts from around the world to address these types of questions through topical events and challenges such as Brexit, administrative law reforms, and the increasing polarisations in law, politics, and constitutional scholarship. Importantly, it investigates the ways in which we can ensure that constitutional scholars do not talk past each other despite their persistent - and often fierce - disagreements. This book examines how Europe-wide issues – such as immigration, cross-national redistribution and further European integration – have reshaped electoral democracy and party competition across Europe. After decades of scholars and commentators bemoaning the limited politicization of the EU nationally, European issues have come to dominate domestic electoral politics.
