History records that the Olympic Games originated in ancient Greece nearly three thousand years ago, died out around 393 AD, and were triumphantly reborn in 1896, in the Greek capital of Athens. Rather less well known is how, during the intervening centuries, an assortment of British writers, romantics, sportsmen and visionaries helped nurture that revival. Indeed, as sports historian Dr Martin Polley argues in this, the 12th book in the acclaimed Played in Britain series, our nation's fascination with all things Olympian has played a pivotal role in shaping the Games as we know them today, culminating in London becoming in 2012 the first city ever to stage a third modern Olympiad. Consider, for example, that the first published use of the word 'Olympian' in the English language dates from around 1590. Its author? William Shakespeare. And that the first games of the post-classical era to adopt the formal title 'Olympick' took place in the Cotswolds village of Chipping Campden in 1612. It was an English traveller, Richard Chandler, who rediscovered the lost site of Olympia in 1766, and a Shropshire doctor, William Penny Brookes, who, in 1850, founded the Much Wenlock Olympian Games, an annual community festival that inspired Pierre de Coubertin to revive the Games at an international level. Other Olympic festivals surfaced in London (to celebrate Queen Victoria's accession), in Liverpool, and in the north-east town of Morpeth, while the words 'Olympic' and 'Olympian' became steadily more ingrained in the popular imagination throughout the Victorian era. Britain's Olympic heritage gained added momentum in the 20th century. At White City in 1908, London built the world's first modern, purpose-built Olympic stadium, while in 1948 London stepped in to save the Games by offering Wembley Stadium. Also in the late 1940s, at Stoke Mandeville hospital in Buckinghamshire, the modern Paralympics were born when sporting contests were organised for injured servicemen. Thus the 2012 Games represent the culmination of over four hundred years of British enthusiasm and ingenuity; an attachment that has left in its wake a trail of fascinating stories, characters, sites, buildings and artefacts. Since its creation the British Olympic Association (BOA) has been one of the most important institutions in sports governance. In spite of its prominence there has hitherto been no single-volume history of the Association. This report focuses on the funding UK Sport has allocated to prepare athletes for the Summer Olympic and Paralympic sports at Beijing in 2008 and at London in 2012. It examines what progress the Department and UK Sport have made in implementing the Committee of Public Accounts' 2006 recommendations, whether they have a clear funding strategy and performance framework through which to deliver their objectives for sporting success at London 2012 and beyond, and what steps they are taking to manage the emerging areas of risk.

This inquiry arose from the Committee's belief that any benefits of the 2012 Olympic and Paralympic Games should be felt in Wales and not only in London and the South East of England. The Committee cannot yet conclude whether Wales will benefit from the 2012 Games. Few events will be held in Wales and it is not predicted that Wales will benefit greatly from tourism generated by the Games. An opportunity was missed in the original bid to locate events in Wales particularly in respect of mountain biking and canoeing. In retrospect, it now seems misguided to build expensive new venues when such facilities exist in Wales. Lottery funding will be diverted from Wales to fund the Games, with a loss of an estimated £100 million, which will have a long-term effect on grassroots projects with a reduction in the number of new facilities built and possible problems in maintaining current structures. The Government has launched the London 2012 Business Network and CompeteFor, but there Welsh companies currently only account for 2 per cent of all the total number of registrations on the CompeteFor network. The most obvious benefit to Wales arises from the fact that the Olympic and Paralympic Games in London provide a unique opportunity to generate interest in sport amongst children and young people. Disability sports is a great success story for Wales and the community programme ensures that there are opportunities for children and young people with disabilities. It is important that all sections of Welsh society are engaged with the Olympics and Paralympics and its ideals.

On 6 July 2005, the International Olympic Committee awarded the 2012 summer Olympic Games to the city of London, opening a new chapter in Great Britain’s rich Olympic history. Despite the prospect of hosting the summer Games for the third time since Pierre de Coubertin’s 1894 revival of the Olympic movement, the historical roots of British Olympism have received limited scholarly attention. This book uncovers Britain’s early Olympic involvement, revealing how the British public, media, and leading governmental officials were strongly opposed to international Olympic competition. It explores how the British Olympic Association focused on three main factors in the midst of widespread national opposition: it embraced early Olympian spectacles as a platform for maintaining a sporting union with Ireland, it fostered a greater sense of imperial identity with Britain’s white dominions, and it undertook an ambitious policy of athletic specialization designed to reverse the nation’s waning fortunes in international sport. This NAO report (HCP 490, session 2007-08, ISBN 9780102954197), provides a progress report on the preparations for the London 2012 Olympic and Paralympic Games. There are four years still to go until the Games take place and the NAO has set out a number of conclusions and recommendations regarding progress, including and covering the following areas: (1) On programme management and risk. The Government Olympic Committee should establish that the various delivery organisations are able to maintain their programme plan and that all arrangements for achieving their goals are up-to-date; also that GOE should align its risk assessments with the overarching programme plan it is setting in place; (2) On budget management. That the assessment criteria for applications to use contingency funds should allow for spend and save use of contingency, that is spending more on one project if it can help avoid delays later in other areas. (3) On evaluation of legacy benefits. The evaluation framework should set baselines against which to measure legacy benefits and disentangle the effects of the Games from other regeneration activities; (4) On management supplier performance. The Olympic Delivery Authority should be able to show by the end of 2008 that the systems for monitoring supplier performance across all objectives are in place and operating effectively; further the Authority needs to communicate to the suppliers the importance of collaborative working and also the Authority should establish whether effective competition is being acheived by suppliers. The NAO's overall conclusion is that preparations for the Games have progressed in important ways. The construction programme is on track; good practice is evident in the way procurement is being handled; the cost estimates have been developed and a clear baseline has been set for assessing costs and progress in the delivery of the venues and associated infrastructures.
