Ethnic democracy is a form of democratic ethnic conflict regulation in deeply divided societies. In The Challenge of Ethnic Democracy, Yoav Peled argues that ethnic democracy is constituted by the combination of two contradictory constitutional principles: liberal democracy and ethno-nationalism, and that its stability depends on the existence of a third, mediating constitutional principle of whatever kind. This central argument is supported by an analysis of the history of three ethnic democracies; Northern Ireland under Unionist rule, where ethnic democracy was stable for almost 50 years (1921-1969), then collapsed; The Second Polish republic (1918-1939), where ethnic democracy was written into the constitution but was never actualised; and Israel within its pre-1967 borders, where ethnic democracy was stable for 35 years (1966-2000) but may now be eroding. This book examines the different trajectories of the case studies, demonstrating that Poland lacked a third, mediating constitutional principle, while Israel and Northern Ireland did have such a principle – civic republicanism in Israel, and populism in Northern Ireland. The collapse of ethnic democracy in Northern Ireland resulted from the weakening of populism, that depended on British monetary subsidies for its implementation, whilst the erosion of ethnic democracy in Israel resulted from the decline of civic republicanism since the onset of economic liberalization in 1985. Dealing with ethnic democracy in a comparative framework, this book will appeal to students, scholars and researchers of Sociology, Political Science and Middle East Studies.

Osei is also a graduate of Trinity Theological Seminary (Legon) and an ordained minister of The Methodist Church, Ghana. He was born at Kokofu, Ashanti, Ghana in 1951 and is married to Victoria Osei. This volume examines the concept of ethnic domination and its manifestations in Israel (within the Green Line) and Estonia. Ethnic domination is a method of managing ethnic differences in multiethnic contexts through asymmetrical power relations, in accordance with an ethnonationalist ideology, whereby a group is subordinated to another holding the power, albeit not intent to directly eliminate the subaltern. The volume compares the predicament of Israeli Palestinian citizens and Estonian Russian-speakers in different dimensions (state-citizenship, government-parliament, parties). Also, the analysis explains the divergent trajectories of the cases: the tightening of the condition of Israeli Palestinian citizens and the democratization of ethnic politics in Estonia.

The book deals with the complicated relationships between national security and human rights, and between public health and human rights. Its premise is the fact that national security and public health are both included in human rights instruments as ‘exceptions’ to the human rights therein sanctioned, yet they can arguably be considered as human rights themselves and be equally valuable. The book therefore asks to what extent the protection of the individual could – or should – be overridden to enable the protection of the national security or public health of the general public. Both practice and case law have shown that human rights risk being set aside when they clash with the protection of national security or public health. Through theoretical analysis and practical examples, the book addresses the conflicts that arise when the concepts of national security and public health are used – and abused – and other rights, including freedom of speech, procedural freedoms, individual health, are violated as a consequence. It provides many interesting findings on the values that states are ready to protect – and forego – to ensure their safety, which can contribute to the ongoing debate on the protection of human rights.
