This edited volume addresses the relationship between the essential nature of war and its character at the beginning of the twenty-first century. The focus is on the conflicts in Iraq and Afghanistan, situations that occupy a central role in international affairs and that have become highly influential in thinking about war in the widest sense. The intellectual foundation of the volume is Clausewitz’s insight that though war has an enduring nature, its character changes with time, space, social structure and culture. The fact that war’s character varies means that different actors may interpret, experience and, ultimately, wage war differently. The conflict between the ways that war is conceptualised in the prevailing Western and international discourse, and the manner in which it plays out on the ground is a key discussion point for scholars and practitioners in the field of international relations. Contributions combine insights from social theory, philosophy, sociology and strategic studies and ask directly what contemporary war is, and what the implications are for the future. This book will be of much interest to students of war studies, strategic studies, security studies and IR in general. Caroline Holmqvist-Jonsäter is currently completing a PhD in the conflation of war and policing in international conflicts at the Department of War Studies, King’s College London. Christopher Coker is Professor of International Relations at the London School of Economics and Political Science (LSE). He is the author of 11 books on war and security issues.

This book interrogates the philosophical backdrop of Clausewitzian notions of war, and asks whether modern, network-centric militaries can still be said to serve the 'political'. In light of the emerging theories and doctrines of Network-Centric War (NCW), this book traces the philosophical backdrop against which the more common theorizations of war and its conduct take place. Tracing the historical and philosophical roots of modern war from the 17th Century through to the present day, this book reveals that far from paralyzing the project of re-problematisating war, the emergence of NCW affords us an opportunity to rethink war in new and philosophically challenging ways. The Strategic Studies Institute's XXI Annual Strategy Conference, held at Carlisle Barracks from April 6-8, 2010, addressed the topic of the meaning of war. While it did not seek to produce a definitive answer to questions about the nature and definition of war, it did highlight the crucial questions and their implications, including issues such as whether the cause of war is shifting, whether all forms of organized, politically focused violence constitute war, and the distinction between passive and active war. This book explores the ethical implications of war in the contemporary world. It explains why it is of crucial importance that western countries should continue to apply traditional ethical rules and practices, even when engaging with terrorist groups.

This book examines the key dimensions of 21st century war, and shows that orthodox thinking about war, particularly what it is and how it is fought, needs to be updated. Accelerating societal, economic, political and technological change affects how we prepare, equip and organise for war, as well as how we conduct war – both in its low-tech and high-tech forms, and whether it is with high intensity or low intensity. The volume examines changes in warfare by investigating the key features of the conduct of war during the first decades of the 21st century. Conceptually centred around the terms ‘kinetic’, ‘connected’ and ‘synthetic’, the analysis delves into a wide range of topics. These essays by nuclear policy experts provide “a speculative but serious and well-informed journey through a variety of scenarios and contingencies” (Foreign Affairs). Recent decades have seen a slow but steady increase in nuclear armed states, and in the seemingly less constrained policy goals of some of the newer “rogue” states in the international system. All would-be strategists would benefit by some formal education. However, for education in strategy to be well-directed, it needs to rest upon sound assumptions concerning the eternal nature yet ever shifting character, meaning, and function of strategy, as well as the range of behaviors required for effective strategic performance. The author emphasizes the necessity for strategic education to help develop the strategic approach, the way of thinking that can solve or illuminate strategic problems. He advises that such education should not strive for a spurious relevance by presenting a military variant of current affairs. The author believes that the strategist will perform better in today's world if he has mastered and can employ strategy's general theory.
