Current agreements and negotiations on disarmament have clear economic implications. Their effect and their perception remain inadequately known and uncertain. Based on the analysis of the actual disarmament process, this book questions a number of "sacred cows" frequently encountered in international fora and thinking on economic aspects of disarmament. The long debated link between disarmament and development for example is critically examined. Similarly the very idea that disarmament would yield automatic returns - the famous peace dividend - is called into question. At the same time, conversion also has its cost. For the purpose of the research which led to this publication United Nations Institute for Disarmament Research (UNIDIR), with the cooperation of International Defence Economics Association (IDEA), assembled a group of well-known economists, diplomats and researchers.

Proliferation of WMD technologies is by no means a new concern for the international community. Indeed, since the signing of the Nuclear Non-proliferation Treaty in 1968, tremendous energies have been expended upon diplomatic efforts to create a web of treaties and international organisations regulating the production and stockpiling of WMD sensitive materials within states, as well as their spread through the increasingly globalised channels of international trade to other states and non-state actors. However, the intervention in 2003 by Western powers in Iraq has served as an illustration of the importance of greater understanding of and attention to this area of law, as disagreements over its content and application have once again lead to a potentially destabilising armed intervention by members of the United Nations into the sovereign territory of another member state. Other ongoing disputes between states regarding the character of obligations assumed under non-proliferation treaty instruments, and the effect of international organisations' decisions in this area, form some of the most contentious and potentially destabilising issues of foreign policy concern for many states. This book provides a comprehensive analysis of international law and organisations in the area of WMD proliferation. Due to a variety of reasons, water resources on the globe are becoming scarcer. The degree of water scarcity and its political, economic and social implications are felt more severely in regions like the Middle East. The Euphrates-Tigris river basin is one of the major sources of water, but also a source of tension in the region. Unless cooperation is achieved among the riparian countries, namely Turkey, Syria and Iraq, in the areas of management, allocation and utilisation of the waters of the Euphrates-Tigris basin, growing scarcity may result not only in conflict, but also in further devastation of an extremely vital source. Recently, water has become a subject matter of international law, and formal and informal deliberations in international conferences have produced general principles and norms for using and managing water resources effectively. Hence, this book is an attempt to put together a meaningful set of principles, norms, rules, and decision-making procedures of a region-specific regime framework for effective utilisation of the waters of the Euphrates-Tigris river basin with a view to promoting cooperation among the riparian countries.

Richard M. Price asks why, among all the ominous technologies of weaponry throughout the history of warfare, chemical weapons carry a special moral stigma. Something more seems to be at work than the predictable resistance people have expressed to any new weaponry, from the crossbow to nuclear bombs.
