As providers of broadband access and Internet search engines, they can control online expression. Their online content restrictions—from obstructing e-mail to censoring cablecasts—are considered legal because of recent changes in free speech law. Chapter 41 is focused on the budget process in the House and contains precedents from the enactment of the Congressional Budget Act of 1974 through 2012.
