Specifically, the paper identifies and analyzes several direct drivers of deforestation and forest degradation in Ethiopia including: forest clearance for both subsistence and large-scale agriculture; illegal and unsustainable extraction of wood mainly for charcoal and firewood; overgrazing; and recurrent forest fires. It also reviews underlying drivers including: rapid population increase and the associated growing demand for land and energy; extensive legal and institutional gaps including lack of stable and equitable forest tenure; lack of stakeholder participation in forest management and benefit-sharing schemes; and weak law enforcement. These drivers and the dominant actors behind them – ranging from small-scale subsistence farmers to national and global investors – are discussed in the context of the political economy, including the policy and institutional framework of the country. The implications of the overall forest condition to the objectives and requirements of REDD+ are evaluated, and key issues that need to be addressed for efficient, effective and equitable implementation of REDD+ are discussed. These key issues include: reconciling the apparently contradictory policies and programs, particularly those that negatively affect the forestry sector; improving the forest tenure and governance system; augmenting economic return from forests to communities and individuals; creating more efficient and effective forest institutions at all levels; and enhancing sectoral and regional coordination among implementing agencies.

This edited collection chronicles the public policy responses to climate change and current and potential impacts that will affect critical and priority sectors within and across African countries now and in the coming decades. Contributions cover governance and policy responses to climate change, emphasizing continental governance and policy responses, national governance and policy responses (what selected countries in Africa are doing), and local or community policy and programmatic responses (what some selected major African communities are doing). Each chapter adopts multi-disciplinary and transdisciplinary approaches, combining insights from social and policy sciences, emphasizing existing gaps, particularly in the area of decision-making, governance and local climate action. The book offers both theoretical and practical contributions, with the aim of advancing academic discourse and thinking, policymaking and implementation of climate interventions in Africa.

The term "climate justice" began to gain traction in the late 1990s following a wide range of activities by social and environmental justice movements that emerged in response to the operations of the fossil fuel industry and, later, to what their members saw as the failed global climate governance model that became so transparent at COP15 in Copenhagen. The term continues to gain momentum in discussions around sustainable development, climate change, mitigation and adaptation, and has been slowly making its way into the world of international and national policy. However, the connections between these remain unestablished. This country profile for Tanzania provides an overview on the socioeconomic and political context within which REDD+ policies and processes emerge. It explores the Tanzanian REDD+ policy processes and strategies at the national level, identifying barriers, limits and opportunities in national REDD+ arenas to inform future REDD+ design by providing research-based options for achieving efficient, effective and equitable REDD+ (i.e. the 3Es of REDD+). Both direct and indirect drivers of deforestation and forest degradation are at work, including forest conversion to small-scale agriculture, timber extraction driven by demand from national and international markets, fuelwood and charcoal, and population growth. The prospects for REDD+ rest on improving a number of issues: tenure arrangements, forest governance, reliability of long-term funding, benefit-sharing mechanisms, and technical, human and financial capacity. We recommend the continuation of support towards decentralized sustainable forest management and utilization of the participatory forest management model as an entry point for REDD+ initiatives. Participatory land-use planning practices coupled with improved spatial planning and strengthening mechanisms against illegal activities entrenched in driving forest degradation are needed. In addition, for REDD+ to succeed it will need to challenge and overcome the powerful actors invested in and driving the business-as-usual model.

The field of human rights and the environment has grown phenomenally during the last few years and this textbook will be one of the first to encourage students to think critically about how many environmental issues lead to a violation of existing rights. This book states that sustainable development has become an influential discourse worldwide. Climate change is not only an urgent problem, but it is also a fundamental spiritual question concerning social justice and sustainable peace development as well as solidarity among people of various religious backgrounds and different countries. Thus, this global problem must be faced and recognized for future actions and strategies. However, the politics of fear must be replaced with a culture of peace, hope, and compassion, and this urgent problem must be faced with an optimistic attitude and a certain degree of preparedness. Climate change is evident in many forms, such as, for example, the most obvious—recent weather fluctuations that happen around the world. Floods, droughts, and hurricanes are those visible signs of climate change. Human-caused climate change is projected to greatly impact marine, freshwater, and terrestrial life. Temperatures in Alaska and the Arctic have increased over the last 50 years at a rate more than twice as fast as the global average temperature. Poor people are vulnerable to man-made climate change and respond rapidly to its impacts. Diverse knowledge of and approaches to climate change help understand this growing problem; global average air temperature has increased in the recent past by approximately 1.0°C (1.8°F). According to the Climate Science Special Report, the last several years have been record-breaking, and the period of 1901–2016 is the warmest. Greenhouse gas (GHG) emissions are still rising, with damaging effects on the Earth’s climate. At the moment, the concentration of CO2 is higher than at any point in time—at least the past 800,000 years. However, carbon dioxide (CO2) is not the only GHG that impacts human-induced climate change.

Ethiopia stands out as one of the fastest growing African countries between 2009 and 2019, with an average annual GDP growth rate close to 10 percent (ESS 2020). The global COVID-19 pandemic coupled with an armed civil conflict that started in November 2020 and continued for two years caused a significant slowdown in economic growth during the 2020–2022 period. Ethiopia’s GDP growth is now projected to recover to 5.3 percent in 2023 and 6.1 percent in 2024 (World Bank 2023), remaining well below the growth rates achieved in the pre-pandemic era. Agriculture remains an important sector in Ethiopia, accounting for one-third of GDP and two-thirds of jobs. The agriculture sector, like the broader economy, performed well prior to the pandemic and civil conflict, averaging 5.5 percent growth from 2009 to 2019 (ESS 2020), and played an important role in weathering the global commodity market shocks during 2022–2023 (Diao and Thurlow 2023). In this brief, we look beyond primary agriculture to understand how Ethiopia’s broader agrifood system (AFS) is contributing to growth and transformation in the country.

This volume discusses a broad range of vital issues encompassing the production and consumption of food in the current period of climate change. All of these add up to looming, momentous challenges to food security, especially for people in regions where malnutrition and famine have been the norm during numerous decades. Furthermore, threats to food security do not stop at the borders of more affluent countries – governance of food systems and changes in eating patterns will have worldwide consequences. The book is arranged in four broad sections. Part I, Combating Food Insecurity: A Global Responsibility opens with a chapter describing the urgent necessity for new paradigm and policy set to meet the food security challenges of climate change. Part II, Managing Linkages Between Climate Change and Food Security offers a South Asian perspective on Gender, Climate Change and Household Food Security; a chapter on food crisis in sub-Saharan Africa; and separate chapters on critical issues of food supply and production in Nigeria, far-Western Nepal and the Sudano-Sahelian zone of Cameroon. Part III examines Food Security and patterns of production and consumption, with chapters focused on Morocco, Thailand, Bahrain, Kenya and elsewhere. The final section discusses successful, innovative practices, with chapters on Food Security in Knowledge-Based Economy; Biosaline Agriculture in the Gulf States; Rice production in a cotton zone of Benin; palm oil in the production of biofuel; and experiments in raised-bed wheat production. The editors argue that technical prescriptions are insufficient to manage the food security challenge. They propose and explain a holistic approach for adapting food systems to global environmental change, which demands the engagement of many disciplines – a new, sustainable food security paradigm.
