This book is a critical analysis of the concept of marine protected areas (MPAs) particularly as a tool for marine resource management. It explains the reasons for the extraordinary rise of MPAs to the top of the political agenda for marine policy, and evaluates the scientific credentials for the unprecedented popularity of this management option. The book reveals the role played by two policy networks – epistemic community and advocacy coalition – in promoting the notion of MPA, showing how advocacy for marine reserves by some scientists based on limited evidence of fisheries benefits has led to a blurring of the boundary between science and politics. Second, the study investigates whether the scientific consensus on MPAs has resulted in a publication bias, whereby pro-MPA articles are given preferential treatment by peer-reviewed academic journals, though it found only limited evidence of such a bias. Third, the project conducts a systematic review of the literature to determine the ecological effects of MPAs, and reaches the conclusion that there is little proof of a positive impact on finfish populations in temperate waters. Fourth, the study uses discourse analysis to trace the effects of a public campaigning policy network on marine conservation zones (MCZs) in England, which demonstrated that there was considerable confusion over the objectives that MCZs were being designated to achieve. The book’s conclusion is that the MPA issue shows the power of ideas in marine governance, but offers a caution that scientists who cross the line between science and politics risk exaggerating the benefits of MPAs by glossing over uncertainties in the data, which may antagonise the fishing industry, delay resolution of the MPA issue, and weaken public faith in marine science if and when the benefits of MCZs are subsequently seen to be limited.

This book explores the nature of marine conservation based on the case study of Hinase, a fishing village in Okayama, Japan. It focuses on the fishers’ self-motivated eelgrass restoration activity which has been continued for more than 30 years. This activity in Hinase recently attracted international attention as a case under the name “Satoumi” and “Marine Protected Areas” in several governmental reports, but detailed information, such as the historical background and social structure of Hinase, has not yet been analyzed. This book, therefore, fulfills this gap by providing its ethnographic information. In addition, this book offers some points for critical thinking by concluding that marine conservation activities cannot always be evaluated or arranged under the standardized approach with limited time and space. This viewpoint reaffirms the importance of local initiative and highlights the value of qualitative research to seek the way forward for promising marine conservation. Although the ocean-and the resources within-seem limitless, there is clear evidence that human impacts such as overfishing, habitat destruction, and pollution disrupt marine ecosystems and threaten the long-term productivity of the seas. Declining yields in many fisheries and decay of treasured marine habitats, such as coral reefs, has heightened interest in establishing a comprehensive system of marine protected areas (MPAs)-areas designated for special protection to enhance the management of marine resources. Therefore, there is an urgent need to evaluate how MPAs can be employed in the United States and internationally as tools to support specific conservation needs of marine and coastal waters. Marine Protected Areas compares conventional management of marine resources with proposals to augment these management strategies with a system of protected areas. The volume argues that implementation of MPAs should be incremental and adaptive, through the design of areas not only to conserve resources, but also to help us learn how to manage marine species more effectively.

The question of what rights might be afforded to Indigenous peoples has preoccupied the municipal legal systems of settler states since the earliest colonial encounters. As a result of sustained institutional initiatives, many national legal regimes and the international legal order accept that Indigenous peoples possess an extensive array of legal rights. However, despite this development, claims advanced by Indigenous peoples relating to rights to marine spaces have been largely opposed. This book offers the first sustained study of these rights and their reception within modern legal systems. Taking a three-part approach, it looks firstly at the international aspects of Indigenous entitlements in marine spaces. It then goes on to explore specific country examples, before looking at some interdisciplinary themes of crucial importance to the question of the recognition of the rights of Indigenous peoples in marine settings. Building on work presented at the IUCN World Parks Congress (WPC) held in Australia in 2014, this document outlines experiences with aquatic protected areas (PAs), marine protected areas (MPAs) and protected areas in inland waters in the context of livelihoods and food security. It also synthesizes the papers conclusions and discusses the observed outcomes of aquatic PAs, together with problems and solutions.

The prologue provides historical, mystic, philosophical, political, economic, and ecological points of view of ocean space since antiquity. The book describes the modern background of ABMTs, their role in living in harmony with nature; their human dimensions; their governance; the tensions they face; the role of the United Nations Convention on the Law of the Sea (UNCLOS) and that of the United Nations and other global policy frameworks. ABMTs are described thusly: definition; human dimensions; goals and objectives; old and new roles; possible typologies; tensions; synergies and complementarities; trade-offs; and effectiveness and related factors. Pathways to reduce tensions, mobilize synergies, and increase effectiveness are described. The perspectives offered are illustrated by a few case studies including an industry view.

This document contains the report of the workshop and the background papers commissioned for the meeting. The report, and in particular the 'Key Points' adopted by the workshop, will serve as basis for further work on developing technical guidelines for the design, implementation and review of MPAs.
