The Crisis of Citizenship in the Arab World argues that the present crisis of the Arab world has its origins in the historical, legal and political development of state-citizen relations since the beginning of modern history in the Middle East and North Africa. The anthology covers three main topics. Part I focuses on the crisis of the social pact in different Arab countries as it became manifest during the Arab Uprisings. Part II concentrates on concepts of citizenship in Islamic doctrine, Islamic movements (Muslim Brotherhood and Salafism), secular political movements and Arab thinkers. This comprehensive Handbook gives an overview of the political, social, economic and legal dimensions of citizenship in the Middle East and North Africa from the nineteenth century to the present. The terms citizen and citizenship are mostly used by researchers in an off-hand, self-evident manner. A citizen is assumed to have standard rights and duties that everyone enjoys. However, citizenship is a complex legal, social, economic, cultural, ethical and religious concept and practice. Since the rise of the modern bureaucratic state, in each country of the Middle East and North Africa, citizenship has developed differently. In addition, rights are highly differentiated within one country, ranging from privileged, underprivileged and discriminated citizens to non-citizens. Through its dual nature as instrument of state control, as well as a source of citizen rights and entitlements, citizenship provides crucial insights into state-citizen relations and the services the state provides, as well as the way citizens respond to these actions. The 2011 Arab uprisings and their subsequent aftermath have thrown into question some of our long-held assumptions about the foundational aspects of the Arab state. While the regional and international consequences of the uprisings continue to unfold with great unpredictability, their ramifications for the internal lives of the states in which they unfolded are just as dramatic and consequential. States historically viewed as models of strength and stability have been shaken to their foundations. Borders thought impenetrable have collapsed; sovereignty and territoriality have been in flux. This book examines some of the central questions facing observers and scholars of the Middle East concerning the nature of power and politics before and after 2011 in the Arab world. The focus of the book revolves around the very nature of politics and the exercise of power in the Arab world, conceptions of the state, its functions and institutions, its sources of legitimacy, and basic notions underlying it such as sovereignty and nationalism. Inside the Arab State adopts a multi-disciplinary approach, examining a broad range of political, economic, and social variables. It begins with an examination of politics, and more specifically political institutions, in the Arab world from the 1950s on, tracing the travail of states, and the wounds they inflicted on society and on themselves along the way, until the eruption of the 2011 uprisings. The uprisings, the states' responses to them, and efforts by political leaders to carve out for themselves means of legitimacy are also discussed, as are the reasons for the emergence and rise of Daesh and the Islamic State. Power, I argue, and increasingly narrow conceptions of it in terms of submission and conformity, remains at the heart of Arab politics, popular protests and yearnings for change notwithstanding. Islam and Citizenship in Indonesia examines the conditions facilitating democracy, women’s rights, and inclusive citizenship in Indonesia, the most populous Muslim-majority country and the third largest democracy in the world. The book shows that Muslim understandings of Islamic traditions and ethics have coevolved with the understanding and practice of democracy and citizen belonging. Following thirty-two years of authoritarian rule, in 1998 this sprawling Southeast Asian country returned to electoral democracy. The achievement brought with it, however, an upsurge in both the numbers and assertiveness of Islamist militias, as well as a sharp increase in violence against religious minorities. The resulting mobilizations have pitted the Muslim supporters of an Indonesian variety of inclusive citizenship against populist proponents of Islamist majoritarianism. Seen from this historical example, the book demonstrates that Muslim actors come to know and practice Islam in a manner not determined in an unchanging way by scriptural commands but in coevolution with broader currents in politics, society, and citizen belonging.
