This book endeavours to outline case studies that promote sustainable Local Economic Development (LED) initiatives. It is generally believed that local governments are the foot soldiers of LED. However, this seems to be a myth, as local governments in South Africa and elsewhere have not yet fulfilled this mandate and have been struggling for several years to implement LED initiatives. The distinctive merit of this book lies in the way it combines the South African context with the wider international development context in ways that there is a flow of information and ideas both ways. For many countries tourism is an industry of great economic significance; it is seen as a main instrument for regional development, as it stimulates new economic activities. Tourism may have a positive economic impact on the balance of payments, on employment, on gross income and production, but it may also have negative effects, particularly on the environment. Questions arise as to whether it is possible to keep on developing tourism in a certain area without negative or irreversible influences on the environment. Tourism and Sustainable Economic Development provides a theoretical framework for these problems, as well as practical illustrations on the following topics: the conditions under which specialization in tourism is not harmful for economic growth; the trade-offs, if any, between tourism development and economic growth; the need for government intervention and the various policy options and instruments available to policy makers. The book comprises two parts. The first part presents general views on tourism and sustainable economic development, and some opinions on the relationship between tourism and the environment. Some of the basic concepts implicit in sustainability are examined in relation to regional development, urban tourism, art cities, and rural tourism. The second part of the book concentrates on strategies and policy instruments. The purpose is to concisely define and bring together some policies which appear to be necessary, and whose implementation is required if we are to reconcile tourism development with the protection and conservation of the environment. The Power of Culture in City Planning focuses on human diversity, strengths, needs, and ways of living together in geographic communities. The book turns attention to the anthropological definition of culture, encouraging planners in both urban and cultural planning to focus on characteristics of humanity in all their variety. It calls for a paradigm shift, re-positioning city planners’ "base maps" to start with a richer understanding of human cultures. The essays in this book present, for the first time in published form, a systematic comparative overview of cultural heritage policy and its impact – specifically in the field of immovable heritage such as archaeological and historic sites – in Albania, Bosnia and Herzegovina, Bulgaria, Croatia, “The former Yugoslav Republic of Macedonia”, Montenegro, Romania and Serbia. The studies focus on the decade from 2003 to 2013 that followed the traumatic and often violent upheavals associated with the breakdown of communism. That same period also saw a shift in the policy of the European Union and the Council of Europe in support of cultural heritage policies in the region, which led to the launching of the “Ljubljana Process: rehabilitating our common heritage”. The challenges gradually moved from encouraging professionals to adopt European standards and realising the potential of heritage to build bridges between peoples and to foster reconciliation, towards highlighting its wider benefits as a catalyst of economic development for the local economy and the quality of life of citizens. Theorists and practitioners will gain a better insight into the value of cultural heritage and the specificity of cultural heritage policies in South-East Europe, as well as the underlying facts, vision, context and impact of the Ljubljana Process.
