BOOK EXCERPT:
Concerns about China’s ambitions to return to global centre stage as a great power have recently begun to focus on the Digital Silk Road (DSR), an umbrella term for various activities – commercial and diplomatic – of interest to the Chinese government in the cyber realm. Part of (or a spin-off from) the 2013 Belt and Road Initiative, by 2020 the DSR had become a focal point of China’s foreign policy. But the DSR remains ill-defined and poorly understood. At the heart of such concerns is not that Chinese technology companies are becoming globally competitive, but rather that Beijing could use them to ‘rewire’ the global digital architecture, from physical cables to code. Dominance by Chinese technology could shift global norms from a free cyber commons to competing systems of cyber sovereignty or cyber freedom. This Adelphi book brings together eight experts to examine the development of the DSR, explore its impact on economics, security and governance in recipient countries, and assess the broader impact on patterns of economic and technological dependence, on the emerging rules and norms of tech globalisation, and on global geopolitics and great-power relations. Beijing has grasped the opportunity to leverage the entrepreneurial strengths of its private tech sector to gain prominence in the world’s digital ecosystem. But the more interventionist Beijing becomes, the more Chinese firms will be seen as instruments of the state, and the greater the pushback against Chinese technology and the DSR may be. To achieve great-power status and global centrality, Beijing might ultimately need to change tack. How it innovates in further rolling out Chinese tech across the world, and what the DSR will then look like, will have far-reaching impacts on global economics, politics and security.

BOOK EXCERPT:
Its vast infrastructure projects now extend from the ocean floor to outer space, and from Africa's megacities into rural America. China is wiring the world, and, in doing so, rewriting the global order. As things stand, the rest of the world still has a choice. But the battle for tomorrow will require America and its allies to take daring risks in uncertain political terrain. Unchecked, China will reshape global flows of data to reflect its interests. It will develop an unrivalled understanding of market movements, the deliberations of foreign competitors, and the lives of countless individuals enmeshed in its systems. Networks create large winners, and this is one contest that democracies can't afford to lose. Taking readers on a global tour of these emerging battlefields, Jonathan Hillman reveals what China's digital footprint looks like on the ground, and explores the dangers of a world in which all routers lead to Beijing.

BOOK EXCERPT:
In recent years, China has become a world leader in e-commerce, e-currency, 5G and artificial intelligence, cementing itself as a major competitor to established powers. Gerald Chan poses the question: How has China pulled this off? Arguing that the answer lies in the country’s Digital Silk Road, a multi- faceted programme to connect the world via digital means, the book explores how China has shaped the development of the digital order, secured a critical role in internet governance and upset the status-quo powers.

BOOK EXCERPT:
This book focuses on the current internal and external situation China is facing both from a macro perspective and a theoretical height, and puts forward practical development strategies and diplomatic ideas. It is of great methodological significance. At home, the development thought after the conclusion of the hundred-year change is the guiding thought for China's further development, and abroad, the international communication and the construction of international order highlighted by the hundred-year change also have important reference significance for the world's development.

China is on the cusp of becoming a superpower. The transformation of Beijing's regional and global position over the last three and a half decades has received extensive attention from experts and opinion- and decision-makers across the world. The responses of the states in the Indo-Pacific and beyond to China's rise is currently a mixture of trepidation, confrontation and cooperation. China Ascendant is an eclectic collection of articles by some of the finest minds in India and seeks to capture the pattern and complexities of Beijing's engagement with the world and the states around its rim-land. In these essays are insightful analyses on several facets of Chinese power -- economic, military, technological and political -- and they provide a peroration on China's societal trends, environmental profile, energy needs, media strategy and cultural influences.
