This book, first published in 1981, offers an analysis of the ways in which one strategic situation in Cold War politics impinged on another, and the interplay of historical forces and trends shaping national policies and the world pattern of power. Bringing together a wealth of factual and analytical material about the alliance systems built around the two superpowers, it examines the areas that seem most dangerous to the peace of the world, particularly in the Middle East, Asia and Latin America.

Examining Latin American security in the post-Cold War era, policymakers and analysts from across the Americas assess the security threats and agendas of different sub-regions—such as the Caribbean Basin, the Andean nations, and the Southern Cone—and evaluate the potential for wider hemispheric cooperation.

The survival of NATO as a viable alliance is currently challenged by a shift in the strategic balance of power, as well as by global events and contingencies that extend far beyond NATO's boundaries. In the face of these challenges, existing institutional mechanisms are proving inadequate to respond effectively. The distinguished contributors to this volume draw on their vast political and diplomatic experience to identify and analyze the problems confronting NATO for the remainder of the twentieth century. They make clear the need for a trans-Atlantic communication network among policymakers, scholars, and others–a network that will allow an ongoing process of analysis and assessment of NATO's strategic, economic, and political problems, along with the identification of appropriate reactions.

Strategic links between Japan and Europe during the Cold War were limited. During this period the IISS helped bridge the gap between the two, exposing its membership base to the international affairs of Asia and Japan and providing Japanese scholars, strategists and diplomats with a platform from which to amplify their voices in the West. Analyses by these experts often appeared in IISS publications, but the Institute also gained key insights through its well-established conferences and lecture series. These initiatives illuminated Japanese strategic thinking and perspectives on contemporary critical issues in Japan’s and Asia’s foreign, security and defence policy. This Adelphi book, through its collection of earlier analysis, helps the reader to understand the evolution of Japanese strategic thought from the 1960s until today, and shines a light on the continuities and changes in this thinking. New, original analysis of the material seeks to identify areas where such thinking was prescient and remains relevant to the contemporary strategic environment, and other areas where predictions failed or assumptions were proved wrong. These new essays were also informed by interviews of Japanese senior scholars and diplomats who spent time with the IISS. This book seeks to frame, educate and guide strategic thinking on the most pressing issues of today, both in and outside Japan and Asia, and will be of great interest to analysts, practitioners and students of international affairs.

The Adelphi Papers monograph series is the International Institute for Strategic Studies' principal contribution to policy-relevant, original academic research.
