In an era of globalization, issues of language diversity have economic and political implications. Transnational labor mobility, trade, social inclusion of migrants, democracy in multilingual countries, and companies' international competitiveness all have a linguistic dimension; yet economists in general do not include language as a variable in their research. This volume demonstrates that the application of rigorous economic theories and research methods to issues of language policy yields valuable insights. The contributors offer both theoretical and empirical analyses of such topics as the impact of language diversity on economic outcomes, the distributive effects of policy regarding official languages, the individual welfare consequences of bilingualism, and the link between language and national identity. Their research is based on data from countries including Canada, India, Kazakhstan, and Indonesia and from the regions of Central America, Europe, and Sub-Saharan Africa. The chapters in this volume examine a range of connections between language and crises: from the metaphors used historically to describe economic crises, to the languages deployed within periods of crises and economic struggle, to the popular responses thereto (including political manifestations and worker-organized enterprises). Also considered are the implications for democratic participation and gender relations, and the lack of language to express economic experience amongst certain groups. With essays from seven contributors representing five different countries, this collection has global relevance in a time marked by economic volatility and upheaval, and will serve as a valuable resource for those interested in the politics of language, economic discourse and the epistemological complexities of economic crises. Together with changes in the nature of modernity, globalisation is restructuring society. The sovereignty of the nation-state is undermined, the structuring of identity is realigned and a sense of individualism (which involves a freedom of choice re institutional alignments) prevails. English emerges as the global lingua franca. At the heart of these developments is the knowledge economy within which work is organised according to principles quite different from those of the Taylorism that prevailed in the industrial economy. Language and culture play a crucial role in the elaboration of the shared meaning that is crucial for learning within team working. The book argues that creativity is enhanced by the use of multilingualism within working practices. It concludes with an overview of how our understanding of language is also changing.

Building on existing analytical frameworks, this book provides a new methodology allowing different language policies in international multilingual organisations (or “language regimes”) to be compared and evaluated on the basis of criteria such as efficiency and fairness. It explains step-by-step how to organise the evaluation of language regimes and how to design and interpret indicators for such evaluation. The second part of this book applies the theoretical framework to the evaluation of the language policy of the Patent Cooperation Treaty (PCT) division of the World Intellectual Property Organisation (WIPO) and the European Patent Office (EPO). Results show that an increase in linguistic diversity of the language regimes of patent organisations can both improve the efficiency of the patent system and lead to a more balanced distribution of costs among countries. This book is a resource for scholars in language policy and planning and for policy-makers in the international and European patent system.
