A look at major research and policy issues surrounding saving across the world, first published in 1999.

This book began when a letter reached my desk in November 1989. Written by Warren Samuels, professor of economics at Michigan State University and editor for Kluwer Academic Publishers, the letter reviewed the philosophy behind Kluwer's series on recent economic thought and accordingly expressed interest in the controversies that surround con temporary topics in the discipline. It graciously went on to invite me to organize, consonant with that philosophy, a volume of chapters on saving. Soon thereafter I learned that the chapters were to be original compositions. I also learned that I would have substantial flexibility in structuring the volume and in recruiting contributors, who logically would be authorities in the field. Succinctly, Samuels was inviting me to work with leading scholars in exploring the current controversies in saving, one of my favorite subjects. That invitation was simply too tempting to refuse. Preparation of the book's outline went smoothly. It was obvious that the statistics of saving should be covered along with the theories of saving. It was equally obvious that special issues must be addressed: Ricardian Equivalence, supply-side doctrine, and economic development among others. These themes should be handled so as to bring out the ideological tensions in the profession, and that criterion helped to shape the list of potential contributors. That is, both sides of a conflict should be represented, and both should be given the same treatment.

This important volume brings together 17 major essays written over the last 25 years in the field of growth and development. Many of the papers make pioneering contributions, while others are more reflective and eclectic.

This book provides a systematic and coherent framework for understanding the interactions between the micro and macro dimensions of economic adjustment policies; that is, it explores short-run macroeconomic management and structural adjustment policies aimed at promoting economic growth. It emphasizes the importance of structural microeconomic characteristics in the transmission of policy shocks and the response of the economy to adjustment policies. It has particular relevance to the economics of developing countries. The book is directed to economists interested in an overview of the economics of reform; economists in international organizations, such as the UN, the IMF, and the World Bank, dealing with development; and economists in developing countries. It is also a text for advanced undergraduate students pursuing a degree in economic policy and management and students in political science and public policy.

A result of more than four decades of teaching experience, this book deals with the problems of economic growth, development and eradication of poverty and unemployment. The book also includes an analytical study of important issues of environment and sustainable development. The book not only explains the models and theories of economic growth but also critically evaluates their relevance to developing countries. A major highlight of discussion in the context is the exploration of the widely accepted Amartya Sen’s Capability Approach to development.

This book highlights methodological approaches for the economics of sustainable development and brings together recent empirical work done in India, especially by Dr. Surender Kumar and Dr. Shunsuke Managi. Various chapters in this book use Indian data to show the very wide applicability of methodologies in the theory of production for dealing with many empirical issues of environmentally sustainable development in a developing country. I congratulate the authors for the time and effort devoted to compiling this very useful reference on the subject and the publishers for publishing this volume. The methodologies of cost functions, distance functions, and production fu- tions have been used in many recent studies and in the studies reported in this book for environmental valuation. Environmental valuation is required for designing policy instruments like pollution taxes for sustainable development and for meas- ing green GDP. The UN methodology of integrated environmental and economic accounting provides ways of measuring the cost of maintaining environmental resources at sustainable levels or the maintenance cost for estimating green GDP. Some of the chapters in this book show that the methodology of distance functions could be used for estimating the cost of environmentally sustainable development.

Comparison with stationary and very fast rates of population growth shows modern population grwoth to have long-run positive effects on the standards of living. This is Julian Simon's contention, and he provides support for its validity in both more and less-developed countries. He notes that since each person constitutes a burden in the short run, whether population growth is judged good or bad depends on the importance the short run is accorded relative to the long run. The author first analyzes empirical data, formulating his conclusions using simulation models. He then reviews our knowledge of the effect of economic level upon population growth. A final section of his book considers the framework of welfare economics and values within which population policy decisions are now made. He finds that the implications of policy decisions can prove inconsistent with the values that prompt their recommendation. Originally published in 1977. Why are some countries richer than others? Why do some economies grow so much faster than others do? Do economies tend to converge at similar levels of per capita income? Or is catching up simply impossible? These questions have vast implications for human welfare. After a period of lack of interest in growth theory, they are back on the research agenda of mainstream economics. They have also been at the heart of development economics since its inception some decades ago. This book endeavors to answer such questions by blending classical contributions to development theory with recent developments in the economics of growth. The unifying theme is that early theoretical insights and accumulated empirical knowledge of development economics have much to offer to research in the theory and empirics of economic growth. With the help of a number of recent contributions, the ideas and insights of the classical literature in development economics can be given simple and rigorous formulations. Together, they amount to an approach to growth theory that can overcome the long-recognized empirical shortcomings of neoclassical growth economics, while being free from the objections that can be raised against the new brand of endogenous growth theory. This paper addresses the methodology for economic evaluation of this new group of projects and draws on the experience of the recently approved Mexico Water Resources Management project.
