Energy actors in the region are struggling to reconcile new questions of energy security following the COVID-19 pandemic and the invasion of Ukraine with net-zero objectives and a cost-of-living crisis. Balancing these concerns is essential to resolving the “energy trilemma”: the dilemma that emerges for policy-makers and regulators seeking to balance energy security, equity, and environmental concerns in pursuit of a wholly sustainable energy system. This book analyses the potential for active stakeholder engagement in the energy transition in the Baltic Sea Region (BSR) in order to foster clean energy deployment. Public acceptability and bottom-up activities can be critical for enduring outcomes to an energy transition. As a result, it is vital to understand how to unlock the potential for public, community and prosumer participation to facilitate renewable energy deployment and a clean energy transition – and, consequently, to examine the factors influencing social acceptability. This book analyses the recent development of liquefied natural gas (LNG) in the Baltic Sea region and how energy security in the region has improved after Finland, Lithuania, Poland, Russia and Sweden have constructed their LNG import terminals. In addition to these LNG receiving units, the book deals with the major pipeline projects, such as Baltic Pipe, Balticconnector, Nord Stream 2, and Gas Interconnection Poland-Lithuania, and their impact on energy security of the Baltic Sea region. This book examines the mutual interplay of climate and energy policies in eleven Central and Eastern European countries in the context of the EU's energy transition. Energy security has long been prioritised in the region and has shaped not only national climate and energy policy, but also EU-level policy-making and implementation. Whilst the region shares economic, institutional and historical energy supplier commonalities it is not homogenous, and the book considers the significant differences between the preferences and policies of these member states. Chapters also explore the effect of the EU on member states that have joined since 2004 and their influence on the EU's energy and climate policies and their role in highlighting the importance of the concepts of security and solidarity. The book highlights the challenges to, and drivers of, energy transitions in the region and compares these with those in global energy transitions.

To deal with the climate crisis we need a new paradigm of technological and social development aimed at the restoration of ecological systems--the bio-digital energy paradigm--and China is the world power best positioned to lead this change. The climate and energy crisis requires a strong state to change the direction, speed, and scale of innovation in world capitalism. There are only a few possible contenders for catalyzing this governance of survival: China, the European Union, India, and the United States. While China is an improbable leader--and in fact the world's biggest emitter of greenhouse gasses--Peter Drahos explains in Survival Governance why this authoritarian state is actually more likely to implement systemic change swiftly and effectively than any other power. Drawing on more than 250 interviews, carried out in 17 countries--including the world's four largest carbon emitters--Drahos shows what China is doing to make its vast urban network sustainable and why all states must work toward a "bio-digital energy paradigm" based on a globalized, city-based network of innovation. As Drahos explains, America is incapable of reducing the power of its fossil fuel industry. For its part, the European Union's approach is too incremental and slowed by complex internal negotiations to address a crisis that demands a rapid response. India's capacity to be a global leader on energy innovation is questionable. To be sure, China faces hurdles too. Its coal-based industrial system is enormous, and the US, worried about losing technological superiority, is trying to slow China's development. Even so, China is currently urbanizing innovation on a historically unprecedented scale, building eco-cities, hydrogen cities, forest cities, and sponge cities (designed to cope with flooding). This has the potential to move cities into a new relationship with their surrounding ecosystems. China--given the size of its economy and the central government's ability to dictate thoroughgoing policy change--is, despite all of its flaws, presently our best hope for implementing the sort of policy overhaul that can begin to slow climate change.
