The Ethics Of Bribery

eBook Download

BOOK EXCERPT:

While most people assume that all bribery is unethical, the literature provides examples and philosophical arguments to support the proposition that some bribery may actually be ethical, based on utilitarian grounds. This book provides a theoretical and empirical examination of bribery from an ethical perspective. It examines empirical data from over 80 countries and reports on attitudes toward bribery examining demographic variables such as gender, age, ethnicity, education, income level, religion and social class. Multi-country comparisons are provided to determine whether views toward bribery differ by geographic location.

The Paradox Of The Good Bribe

eBook Download

BOOK EXCERPT:

What do Plato and the Bible tell us about bribery? Does it even matter? When it comes to ethical guidance on bribery should we look less to traditional wisdom and instead be seeking understanding and guidance primarily from modern sources? From economists with their talk of efficient markets, and from the critical theorists who focus on inequities in power relations? This book explores such questions in depth. Taking the form of a Platonic dialogue, the book contains a discussion of claims made for recognition of the positive aspects of bribery. This goes beyond the well-known "harmless" bribe - the facilitating or “grease” payment which encourages an official to speed up the performance of his or her existing duties, without additional favors. This type of baksheesh may be unattractive but it may be ethically acceptable on occasion, on the grounds of expediency. The discussion also covers the more controversial claim that some bribes are undeniably virtuous, owing to their positive consequences. An example of virtuous bribery is that made by Oskar Schindler to save lives in the Second World War. The book’s unique discussion format provides space for the comparison and differentiation of a plurality of ethical perspectives, and it reveals some surprising common ground between ostensibly irreconcilable ethical viewpoints. If a convincing case could be made for the acceptability of certain categories of bribery, the implications for public and institutional anti-bribery policies would be significant. In particular, the rationale for “zero tolerance” approaches might be threatened. Perhaps the ultimate public policy question raised in the text is how we might accommodate a fringe of virtuous and harmless bribery alongside a strict vigilance over the damaging effects of most bribes. By exploring this topic, this book will be of interest to public policy makers, anti-corruption professionals, and the general reader interested in counter-corruption practices.

Suspicious Gifts

eBook Download

BOOK EXCERPT:

Gifts have been given and received in all eras and societies; gifts are part of a universal human exchange. The importance of creating and sustaining social bonds with the help of gifts is widely acknowledged by social scientists, not only from anthropological but also from economic, sociological, and political science perspectives. Contemporary anti-corruption campaigns, however, have led gifts to be viewed with ever-increasing suspicion, because it is feared that the social bonds created by gift giving may contaminate professional decision-making. Suspicious Gifts investigates the sensitive issue of gift exchanges and how they become an object of contention. Malin akerstro;m considers the moral dilemmas presented by bribes and gift giving as experienced by Swedish aid workers and professionals working in the public sector, business, and adoption agencies. She also deals with professionals' interaction with foreign officials or contractors. Often a gift is just that, although sometimes the gift giving may be seen by others as a bribe. akerstro;m highlights the tensions between strict regulations designed to prevent corruption with the human affection for the institution of gift giving. She argues that bribes and gifts are important social phenomena because they are windows into classic sociological and anthropological research issues concerning interaction, social control, exchange, and rituals. This unique analysis will be of keen interest to all sociologists, public officials, and professionals.

Thinking About Bribery

eBook Download

BOOK EXCERPT:

Bribery is perhaps the most visible and most frequently studied form of corruption. Very little research, however, examines the individual decision to offer or accept a bribe, or how understanding that decision can help to effectively control bribery. This book brings together research by scholars from a variety of disciplines studying the mind and morality, who use their research to explain how and why decisions regarding participation in bribery are made. It first examines bribery from the perspective of brain structure, then approaches the decision to engage in bribery from a cognitive perspective. It examines the psychological costs imposed on a person who engages in bribery, and studies societal and organizational norms and their impact on bribery. This is an ideal read for scholars and other interested persons studying business ethics, bribery and corruption, corruption control, and the applications of neuroscience in a business environment.
