This book builds upon our knowledge of the far-reaching economic, political and social effects of the Euro crisis on the European Union by providing a unique study of European identities. In particular, it considers the impact on the construction of European identities in political and media discourse in Germany, Ireland and Poland—three countries with profoundly different experiences of the crisis and never before compared in a single study. Offering an original insight into the dynamics of identity change at moments of upheaval, the author argues that political and media actors in the early stages of the crisis drew on long-standing identities in order to make sense of the crisis in the public sphere. European identity discourses are thus resilient to change but become central to legitimising and contesting bailouts and further economic integration. As such, the author challenges the commonly held view that identities change dramatically at times of crisis but argues that this very resilience helps to understand the EU’s current divisions. The study of identity during the Euro crisis sheds important light on the prospects for European solidarity as well as on the future of the single currency as an identity-building project. The book will be of particular interest to students and scholars in the fields of EU politics, comparative European politics, and identity politics.

What makes people identify with Europe? To answer this question, this book analyzes the development and determinants of a common European identity among EU citizens from the Maastricht Treaty in 1992 to the recent financial and economic crisis. The author examines citizens’ identification with Europe for all EU member states, and systematically explores the theoretical and empirical implications of two turning points in the recent history of EU integration, namely the EU’s enlargement to Central and Eastern Europe in 2004/2007 and the financial and economic crisis that started in 2008. The book integrates theoretical approaches to European identity in sociology, social-psychology and EU public opinion research in a comprehensive model for explaining individual identification with Europe. The empirical analysis employs a multilevel framework to systematically assess the influence of individual characteristics and the political, economic, and social context on citizens’ feelings of identity. The long analysis period spanning from 1992 to the present allows inferences to be drawn about the long-term developments in the sources of European identification as well as the immediate impact of EU enlargement and the crisis on the determinants of European identification.

It has been argued that the emergence of a European collective identity would help overcome growing disparity caused by the increasing diversity of today’s European Union, with 28 member states and more than 500 million people. Research on European integration is facing the pressing question of what holds ‘Europe’ together in times of crisis, growing distributional conflict and instability in its neighbourhood. This book departs from the ideas of group cohesion in the EU, and reflects on the newest dynamics and practices of European identity. This book is concerned with European identities among ethnic minorities who live along the eastern border of the European Union. Based on findings from quantitative and qualitative empirical research conducted with minority groups in eight nation-states on both sides of the new eastern border of the EU, it investigates their attitudes and perceptions of the EU based on their constructions of European identity. Adopting a comparative approach, the author explores different processes of identity construction across several age and ethnic minority groups, to develop a theory of European identities in which ethnic identities can be seen as a missing link in explaining relationships between different national, regional and supranational identities. This book provides an up-to-date discussion of the effect of crises on European identities in the post-Soviet states. In doing so, the book presents an original study on dynamics of European identities during four crises in Georgia and Ukraine. More specifically, it considers the comparative impact of two colour revolutions and wars involving Russia on European identity constructions in Georgian and Ukrainian public identity discourses, studied through national mass media. It compares outcomes of change and continuity during such “big bang” events in identity discourses and establishes scope conditions that allow or inhibit change. The major finding of the study is that the selected events can indeed instigate sudden shifts in European identity discourses but only when the elite power structure also changes in such hybrid regimes, as Ukraine and Georgia. These changes include shifts in elite groups and in the relative power they hold in the overall power structure.

The 'European project' is in a state of perpetual crisis in which the root cause is a lack of identification by ordinary citizens with Europe and European institutions. The Evolution of European Identities employs state of the art analysis of in-depth interviews by renowned practitioners to give a unique 'bottoms up' perspective on the development (or its lack) of a sense of 'European mental space'. Linking conceptual findings with case studies, the book provides unique insights into groups that have been especially sensitized by their life experiences to question what it means to be European in the twenty-first century. The groups explored in this book include: adults who experienced European education exchanges when young; transnational workers; civil society organization activists; persons involved in cross-border intimate relationships; farmers who are subject to European markets, regulations and subsidies; and migrants into 'fortress Europe'.

The further evolution of the European Union is mainly dependent on how its citizens relate to their fellow Europeans speaking a score of languages and belonging to a variety of cultures. This book addresses the question of whether a new sense of collective self-identification, labeled “European identity,” a special form of socio-territorial identities, is emerging. Collective identities are works in progress, they entail a salient strategic—activist and future-oriented—dimension. Divergent strategic goals of the constituent groups induce a perpetual contestation and negotiation of the group identity, a process that in the case of the EU is intensified by the continuously changing boundaries and institutional structure of the super-polity. To confront these challenges, this book has a double focus. The first part weighs in on the feasibility of a European identity in light of what the two main paradigms in the field, primordialism and constructivism, can predict. The second part maps the social forces that are either favorable or inimical to the creation of a common social identity on the continent. Both parts develop hypotheses about the processes we witness, and test them with the available empirical data. Part II distinguishes between passive and active supporters of the integration project, besides the Euroskeptic segment of the public. Provision of public goods by regional integration is believed to explain passive permissiveness, while the main impetus for integration comes from those who may reap above-average benefits from it. This book contends that the groups of active supporters have historically been changing within the Union; namely, the political Left and Right are changing their roles in negotiating future developments. Yet the evolution of the EU is also shaped by the solutions adopted to accommodate ethnic and cultural diversity. The empirical tests involve opinion survey data taken from the Eurobarometer series, World Value and European Social Surveys, and the International Social Survey Programme, expert ratings, as well as party elite documents from the Manifesto Project Database.

This book examines EU discourses on Turkey in the European Commission, European Parliament and three EU member states (France, Germany and Britain), to reveal the discursive construction of European identity through EU representations of Turkey. Based on a poststructuralist framework that conceptualizes identity as discursively constructed through difference, the book applies Critical Discourse Analysis to the analysis of texts and argues that there are multiple Europe(s) that are constructed in talks over the enlargement of Turkey, varying within and between different ideological, national and institutional contexts. The book discerns four main discourse topics over which these Europe(s) are constructed, corresponding to the conceptualization of Europe as a security community, as an upholder of democratic values, as a political project and as a cultural space. The book argues that Turkey constitutes a key case in exploring various discursive constructs of European identity, since the talks on Turkey pave the way for the construction of different versions of Europe in discourse.
