This book assesses the many changes that have occurred within the European Parliament and in its external relations since the Lisbon treaty (2009) and the last European elections (2014). It is undoubtedly the institution that has evolved the most since the 1950s. Despite the many crises experienced by European integration in the last years, the Parliament is still undergoing important changes in its formal competences, its influence on policy-making, its relations with other EU institutions, its internal organisation and its internal political dynamics. Every contribution deals with the most recent aspects of these evolutions and addresses overlooked topics, providing an overview of the current state of play which challenges the mainstream intergovernmental approach of the EU. This project results from research conducted at the Department of European Political and Governance Studies of the College of Europe. Individual research of several policy analysts of the European Parliamentary Research Service (EPRS) have contributed to this endeavour.

This handbook comprehensively explores the European Union’s institutional and policy responses to crises across policy domains and institutions – including the Euro crisis, Brexit, the Ukraine crisis, the refugee crisis, as well as the global health crisis resulting from COVID-19. It contributes to our understanding of how crisis affects institutional change and continuity, decision-making behavior and processes, and public policy-making. It offers a systematic discussion of how the existing repertoire of theories understand crisis and how well they capture times of unrest and events of disintegration. More generally, the handbook looks at how public organizations cope with crises, and thus probes how sustainable and resilient public organizations are in times of crisis and unrest.

This book examines the actorness of the European Parliament (EP) and its roles in global health. In doing so, it appreciates to what extent this democratically elected entity can be considered as a global health actor. Applying an original analytical framework to measure actorness, the book assesses the EP’s capacity to act regarding five major global health issues including the pandemic response, access to essential medicines in developing countries, international trade and global health, medical research and development in the field of poverty-related and neglected diseases (PRNDs), and global health governance. It demonstrates that, despite many challenges, the EP has indeed displayed a polymorphic actorness and multiple roles towards most of these global health issues, especially by succeeding in mobilizing its main competences and instruments to deal with them, finalizing initiatives, and having a substantive influence on the way they were addressed. As such, the book reveals the salience of democratically elected institutions for global health governance. This book will be of key interest to students and scholars of European studies, global and regional health, legislative studies, and International Relations, but also to parliamentarians and (non-) governmental actors engaged in global health.

In recent years, and more specifically, since the outbreak of the Eurozone crisis in 2010, the model of integration has changed. The rising political power of the strongest Member States and the political segmentation of the European Union into separate circles of integration have become the new reality. These processes have been accompanied by a range of related changes, such as the growing politicisation of the European Commission, increasing institutionalisation of the euro area and petrification of the geographical and political division into central and peripheral states in the EU. An examination of executive actors' accountability for EU economic decisions in the aftermath of the euro crisis.

Exploring the balanced budget rule as an economic standard and as a legal principle, this book explains the context and content of the balanced budget rule and presents a critical appraisal of its impact on legal systems, political institutions and social values, and particularly an evaluation of its constitutionalization in the European and national legal systems. Examining a range of perspectives on the balanced budget rule as a legal principle, a series of chapters investigate the feasibility and effectiveness of the balanced budget rule. The book considers the impact this may have on the separation of powers within the state, on democratic decision-making, on the European social model and on the protection of fundamental social rights within the European Union. It suggests that this impact goes beyond the ethical issue of the public debt considered as a burden placed on future generations, and beyond injunctions imposed by international financial institutions on national public finances. The transfiguration of fiscal discipline from an economic requirement into a legal rule demanding a balanced budget embodies a challenge to the political nature of the budgetary process while creating the flexibility needed in order to further fiscal federalism within the European Union. This book argues that the balanced budget rule is nothing more than it has always been: an instrument for devising public policies in a rational manner, a tool for conceiving qualitative choices regarding the well-being of citizens.

This book examines the relevance of integration theories for studying and analsing the crisis situations faced by the EU since 2009. Ten years on from the start of the ‘age of crisis’, it critically analyses the impact of the multiple crises’ context on the EU polity and questions the utility of integration theories for grasping the peculiarities of the particular crisis under study. This book explores the mechanisms of political representation and accountability in the European political system, against the backdrop of multiple crises in recent years in the economic, financial, security and immigration fields, which have triggered strong tensions and centrifugal drives inside the EU and among its member states. Exploiting a rich set of new ad hoc collected data covering elite and public opinion orientations and party positions, it investigates how the current politicization of European issues and the asymmetries among member states can challenge the sustainability of the European Union.
