First published in 1999, this volume draws on the theories of integration, credible policy commitments and convergence, this book demonstrates that the problematic evolution of the EU-Turkey relations has been due to an anchor / credibility dilemma: neither Turkey’s European orientation was a credible commitment nor was the EU’s anchoring capacity resolute enough to make policy reversals in Turkey less likely. The way out of this dilemma is to re-write the existing contracts so that non-transparency and the scope for discretion are minimised.

In recent years, Turkey has become an ever more important actor on the international stage. However, Turkey-EU relations still remain in a state of flux. The EU and Turkey seem to have moved apart in their political aspirations after Turkey’s EU accession talks faced a stalemate over the Republic of Cyprus’ EU accession as a divided island. Likewise, both Turkey and the EU have recently faced new socio-political realities, such as the Eurozone crisis, the Arab Spring and the Turkish government’s shifting foreign policy towards the Middle East region. Although Turkey has a long-held aspiration for European Union membership and has been a candidate for more than a decade, relations between the EU and Turkey have not received the attention it deserves from non-Turkish researchers thus far, and consequently the international literature on EU-Turkey relations is rather limited. Turkey’s accession to the European Union is undoubtedly one of the Union’s most contested potential enlargements. The narrative that dominates the debate surrounding this issue primarily relates to problems such as a lack of respect for fundamental human rights in Turkey, the Kurdish question and the continuing stalemate concerning northern Cyprus. European views on Turkey’s membership in the EU have been split between those in support of its full integration and those advocating a privileged partnership. To the extent that many of the latter proposals imply that Turkey will be partially integrated within Europe in certain areas, the question of Turkey’s accession is probably not about ‘if’, but about ‘how much’ integration there will be within the Union’s structures. Turkey's EU accession talks, which began in 2005, were intended to strengthen Turkey's democracy and the EU's ability to embrace difference. Instead, we have seen repeated questioning of Turkey's 'Europeanness' and mutual exploitation of the other's weaknesses. Offering a unique analysis of conversations in and about Turkey and the EU, Lucia Najšlová adopts an interdisciplinary ethnographic lens, taking the reader through misunderstandings in the diplomatic framework and into everyday interactions between various protagonists of the relationship. Questions of belonging and recognition underpin the analysis and connect various research sites, including the 2016 refugee deal and the status of Turkish Cypriots.
