This book explores the EU’s relations with its eastern neighbours. Based on extensive original research – including surveys, focus-groups, a study of school essays and in-depth interviews with key people in Belarus, Ukraine, Moldova, Russia and in Brussels – it assesses why the EU’s initiatives have received limited legitimacy in the neighbourhood. The European Neighbourhood Policy of 2004, and the subsequent Eastern Partnership of 2009 heralded a new form of relations with the EU’s neighbours – partnership based on joint ownership and shared values – which would complement if not entirely replace the EU’s traditional governance framework used for enlargement. These initiatives have, however, received a mixed response from the EU’s eastern neighbours. The book shows how the key elements of partnership have been forged mainly by the EU, rather than jointly, and examines the idea and application of external governance, and how this has been over-prescriptive and confusing.

This book arrives at a very significant time throughout Europe. Not only is the European Union currently facing a prolonged economic and social crisis, with nascent political consequences, such as the ascension of populist parties in the 2014 European elections, but also its Eastern neighbourhood is confronted with the growing hostility of an assertive Russia, opposing any new advance of the West towards its frontiers. Bringing together experts in fields such as international relations, political science, political sociology, diplomacy, security studies, and European studies, with robust academic and professional backgrounds and expertise with regard to the region, this volume explores this significant “window of opportunity”, and will undoubtedly appeal to a global audience. The considerable diversity of approaches and styles here allows a multidimensional diagnosis and analysis of present-day Eastern Europe. This volume defines a series of major regional opportunities, vulnerabilities and dilemmas, and explores the complex perspectives of the “new Eastern Europe”, located between the European Union and Russia, under its current name of the EU’s Eastern Neighbourhood, along with the tensions and challenges of a possible second Cold War.

The European Union in its neighbourhood is confronted with several challenges as well as opportunities. The degree to which it can promote the geopolitical stabilization of Europe and the spread of economic and political governance, based on democratic ideals in its neighbourhood, will determine the future course of Europe and will be a clear indicator of the success or failure of the European Union on the international scene as a whole. In addition, the security context of Europe has changed profoundly since the end of the Cold war, and with it the perceptions of what role the European Union can play in expanding stability and security throughout the European continent. European Union’s neighbouring states and regions are viewed by European Union member states as the primary source of many of the non-traditional security threats, such as terrorism, migration, trafficking, and transnational organized crime. Addressing the Europe Union’s twenty-first century challenges, this study looks at the policies of the EU towards its neighbours as a critical dimension of the totality of the EU’s foreign and security policy. This volume brings together a broad range of scholars and seeks to highlight some of the main issues that concern the European relations with its neighbour’s countries in the Western Balkans, the Eastern and Southern Europe, and with Russia. In short, the volume raises important, timely issues regarding the challenges and opportunities confronting the European Union in its neighbourhood which both policy makers and academicians will find both informative and though provoking in their efforts to understand the nature and complexity of the European Union actions in its neighbourhood.

The conflict in South Ossetia in the summer of 2008 and the Ukrainian energy crisis in early 2009 served to highlight the tensions that continue to influence EU-Russia relations in regard to the region comprising the former republics of the Soviet Union or the ‘shared neighbourhood’. This book draws together research which examines the objectives of EU and Russian foreign policy and the complexities of the security challenges in this region. Although both actors have a shared interest in cooperating to create conditions of peace and stability, we have in recent years observed the development of growing competition between the EU and Russian foreign policy agendas. This book was based on a special issue of Europe-Asia Studies.

The fourth volume of "Aspects of the Orange Revolution" continues the previous volume's discussion on the impact of foreign actors on Ukrainian politics. It provides both scholarly analyses and first-hand accounts. The collection not only investigates, but also gives voice to, some of those involved in the events of 2004. While most of the volume's contributors have an academic background, some of them report here from the perspective of official election or informal participant observers of the three rounds of the Ukrainian presidential elections. Part One juxtaposes some contrasting views on how far Russia's and the West's various interests, activities and tools influencing the Orange Revolution were comparable to each other, and adequate given the circumstances. Part Two presents individual reports by a number of international election observers who were following the campaign and voting in various parts of Ukraine in 2004. Part Three presents three additional on-the-ground observations focusing solely on the notorious electoral district No. 100 of Kirovohrad Oblast. The contributions by Andreas Umland, Iris Kempe, Iryna Solonenko, Vladimir Frolov, Valentin Yakushik, Matthias Brucker, Jake Rudnitsky, Rory Finnin, Adriana Helbig, Paul Terdal, Tatiana Terdal, Peter Wittschorek, Hans-Jörg Schmedes, Adrianna Melnyk, Ingmar Bredies, Oxana Shevel, and Volodymyr Bilyk add a number of novel points of view to those presented in the previous volumes. These partly contradictory and emotional texts as well as a number of photographs document the tense atmosphere and confrontational climate within which Ukraine's second phase of post-Soviet democratization started in 2004.

This book addresses the potential and limitations of the European Union Neighbourhood Policy in sustaining the expansion of the European security community towards the South Caucasus. The Caucasus’ complex regional security dynamics are a hard test for regional security community building and showcase both the challenges of security provision through liberal reforms and integration and of the interaction between security communities and balance of power. The author begins by conceptualizing security community expansion and then considers the ENP through this perspective, before moving on to individual case studies on Armenia, Azerbaijan and Georgia. The book will appeal to both scholars and practitioners interested in European security, the European Union external action, and the post-Soviet space.

EU commitment to human rights policies has grown following the Lisbon Treaty.
