This book demonstrates the importance of the credibility and the costs of accession conditionality for the adoption of EU rules in Central and Eastern Europe.

The changes in post-socialist Central and Eastern European countries have been affected by external influences more than any preceding wave of democratization. The contributions in this volume reflect the wide variety of Europeanization processes taking place in Central and Eastern Europe. They not only serve to illustrate the significant differences among post-socialist transformations, but also highlight the variety of theoretical concepts and methodological approaches at our disposal to research different aspects of Europeanization in the broader context of globalization and identity changes. The first part of the book deals with Europeanization ‘from above’, i.e. with the European Commission’s deliberate promotion of specific rules and related policies during the integration process. In the second part of the book, the perspective shifts to Europeanization as a process of changing perceptions, values and identities. The third and final part of this book goes beyond the Europeanization approach. It places Europeanization in the context of the various globalization pressures on civil society. This book presents some of the best papers of the Changing Europe Summer School on “Central and Eastern Europe in a globalized world“, held at the University of Bremen, Germany in July/August 2008.

This book is a study of EU conditionality and compliance during the enlargement to the Central and Eastern European candidate countries. EU conditionality for membership is widely understood as having been a driving force for Europeanization, providing incentives and sanctions for compliance or non-compliance with EU norms, such as the 'Copenhagen Criteria' and the adoption of the acquis communautaire . By taking regional policy and regionalization as a case study, this book provides a comparative analysis of the effects of conditionality on the Central and East European countries and explores the many paradoxes and weaknesses in the use of EU conditionality over time.

Between 1989 and 2004, the EU's conditionality for membership transformed Central and East Europe. The EU had enormous potential power over the whole range of domestic politics in the candidate countries. However, the EU was able to use that power at a few key points in the process leading to their accession. The EU's long-term influence worked primarily through soft power and through voluntary rather than coercive means. During the membership preparations, the EU built many different routes of influence into the candidate countries' domestic policy-making through 'Europeanization'. The Central and East Europeans voluntarily took on the Union's norms and methods, guided by the European Commission, in a massive transfer of policies and institutions. However, the EU missed important opportunities to effect change as well. The EU's Transformative Power explores in detail how the EU used its influence to control the movement of people across Europe, through both coercive use of conditionality and voluntary methods of Europeanization.

In 2004 and 2007, the European Union (EU) completed its Eastern enlargement, the largest intake of new member states in its history. EU accession also constituted a watershed in the history of Central and Eastern Europe (CEE). In the course of enlargement, these countries have undergone pervasive “Europeanization” - a process of EU-driven change of their political and economic systems. Contributions to this special issue focus on the major questions for this collection: How has the Europeanization of CEE changed after accession, and how has it played out in the politics and the economies of the region? In this introductory paper, we provide a conceptual and theoretical framework for these contributions and give an overview of their findings. The conceptual and theoretical section introduces the concept of Europeanization and reflects on the changing nature of Europeanization after Eastern enlargement. We argue that the conceptual conflation of Europeanization as process and outcome, which was defensible in the CEE accession period, needs to be reconsidered. After the 2005 enlargement, domestic factors and alternative international influences have gained in importance vis-à-vis EU-driven policy change. Consequently, gaps between Europeanization as policy diffusion and Europeanization as actual policy convergence are likely to increase and need to be theorized. Moreover, the theorization of mechanisms of Europeanization needs to be moved beyond the original focus on conditionality - and top-down, direct mechanisms more generally. After the accession period, and in the areas of political and economic Europeanization, indirect, horizontal and bottom-up mechanisms of Europeanization have gained in relevance. --

Zsuzsa Csergö is Associate Professor and Head of the Political Studies Department at Queen’s University in Canada. She is also the President of the Association for the Study of Nationalities (ASN). Her research addresses questions of nationalism, democratization, and the influence of EU integration on state-minority relations in post-Cold War Europe. Ada-Charlotte Regelmann is a Project Manager at Rosa Luxemburg Stiftung, focusing on the social inclusion of marginalised groups in European societies. Previously, she was a lecturer at Queen’s University Belfast, UK, and Maynooth University, Ireland. Her research explores the impact of Europeanisation on nation-state-building and social integration in post-communist Europe.

Europeanization as Discursive Practice adopts a poststructuralist reading of Europeanization to study the effects of EU accession in the light of political territoriality and consequent state-building processes in the EU and Central and Eastern European countries (CEECs) and the Western Balkans, from 1990-2013. Focusing on how domestic actors have framed Europe/EU norms in the debates on territorial reforms and the implications of this framing on policy reforms, it asks how competing articulations of the EU and its norms construct state territoriality in the given political and policy debates. The book argues that the European Union acted as a discursive force and a challenge to the established structures of understanding of territoriality, statehood, and power. With this, the author proposes a new research model for the study of Europeanization that goes beyond the neo-institutionalist account of the EU's policy/norm transfer to member/non-member states. This text will be of key interest to students, scholars and practitioners of European integration, EU foreign policy, enlargement policy, and regional policy and territoriality in post-socialist spaces.

Over a quarter of a century after the fall of the Berlin Wall and 10 years after their accession to the European Union (EU), Central and Eastern Europe Countries (CEECs) still show marked differences with the rest of Europe in the fields of labour, work and industrial relations. This book presents a detailed and original analysis of labour and social transformations in the CEECs. By examining a wide range of countries in Central Europe, Labour and Social Transformation in Central and Eastern Europe offers a comprehensive and contrasting view of labour developments in Central and Eastern Europe. Chapters explore three related issues. The first deals with the understanding of the complex process of Europeanization applied in the sphere of labour, employment and industrial relations. The second issue refers to the attempt to link the Europeanization approach with an analysis mobilizing the theoretical concept of "dependent capitalism(s)". The third issue refers to the cumulative trends of labour weakening and labour awakening that has emerged, in particular in the aftermath of the crisis beginning in 2007-2008. This book will be of interest to academics, policy makers and stakeholders at European and national level in the EU member states.
