This volume is about the failure to prevent genocide in Rwanda in 1994. In particular, the research focuses on why the early warnings of an emerging genocide were not translated into early preventative action. The warnings were well documented by the most authoritative source, the Canadian U.N. peace-keeping commander General Romeo Dallaire and sent to the leading political civil servants in New York. The communications and the decisionmaking are scrutinized, i.e., who received what messages at what time, to whom the messages were forwarded and which (non-) decisions were taken in response to the alarming reports of weapon deliveries and atrocities. The Rwandan genocide was one of the most shameful events of the 20th century. Launched in 1991, the Asian Yearbook of International Law is a major refereed publication dedicated to international law issues as seen primarily from an Asian perspective, under the auspices of the Foundation for the Development of International Law in Asia (DILA). Larry May examines the normative and conceptual problems concerning the crime of genocide. Genocide arises out of the worst of horrors. Legally, however, the unique character of genocide is reduced to a technical requirement, that the perpetrator's act manifest an intention to destroy a protected group. From this definition, many puzzles arise. How are groups to be identified and why are only four groups subject to genocide? What is the harm of destroying a group and why is this harm thought to be independent of killing many people? How can a person in the dock, as an individual, be responsible for a collective crime like genocide? How should we understand the specific crimes associated with genocide, especially instigation, incitement, and complicity? Paying special attention to the recent case law concerning the Rwanda genocide, May offers the first philosophical exploration of the crime of genocide in international criminal law.

Mageza-Barthel provides a context sensitive analysis of how Rwanda's women's movement used the United Nations (UN) gender norms in its efforts to insert gender-specific demands in the post-genocide period. The overall goal of these women - and their supporters - has been to further gender equality and equity in Rwanda. This study details which political processes could be engendered. It further illustrates why certain gender norms were adopted and adapted, whereas others were not. The study addresses issues of global governance in gender politics through such international frameworks as CEDAW, the Beijing Declaration and Platform for Action, as well as Resolution 1325. These instruments have been brought forth by a transnational women’s movement to benefit women and women’s rights across the globe. It shows how these gender norms were introduced, adapted and contested locally at a crucial time of the transformation process underway. Concerned with the interplay of domestic and international politics, it also alludes to the unique circumstances in Rwanda that have led to unprecedented levels of women’s political representation. Which tools have been the most significant in women’s mobilisation and how these relate to precedents set within international relations is of interest to a wide community of scholars and policy-makers alike.

The first comprehensive examination of the Catholic Church's role in the genocide against the Tutsi and its attempts at reconciliation From April to July 1994, more than a million people were killed during the genocide against the Tutsi in Rwanda. This book seeks to understand the obligation of the international community to implement the principles of the Responsibility to Protect (R2P). With a focus on the humanitarian crisis in Syria, the volume examines what formal responsibility and actual capability international institutions have to protect and prevent civilians from systematic mass atrocities and presents an analysis of several prominent international organizations (IOs). Each chapter focuses on a specific organization and explores their formal responsibilities and how these pertain to the obligations of the R2P. Existing capabilities and actual abilities to address the challenges of R2P are analysed by looking at these issues before, during, and after the occurrence of the humanitarian crisis in Syria. With the UN not fully engaged in the Syrian conflict, the systematic human rights abuses have engendered greater attention on other organizations. This volume argues that if the UN Security Council’s inactions result in an abdication of responsibilities under the UN Charter, there should not only be a discussion of how the UN must alter its approach, but also an examination of whether there are alternative R2P paths for other MNOs to take in the name of international peace and human security.
