The post-Yugoslav states have developed very differently since Yugoslavia dissolved in the early 1990s. This book analyzes the foreign policies of the post-Yugoslav states, thereby focusing on the main goals, actors, decision-making processes and influences on the foreign policies of these countries.

This edited book analyzes Kosovo’s foreign policy and bilateral relations with the United States and several European countries. After the 1999 liberation from Serbia, Kosovo built close relations with various countries that supported it in the process of reconstruction, economic stabilization, institution-building, and state-building. From 1999 to 2008, many of these states were politically and operationally engaged in Kosovo under the leadership of the North Atlantic Treaty Organization (NATO) and of the United Nations Interim Administration Mission in Kosovo (UNMIK). Since its independence in 2008, the Republic of Kosovo has adopted a foreign policy in accordance with its values and strategic interests, a foreign policy that aims to strengthen Kosovo’s security and foster its socio-economic prosperity in collaboration with primarily Western countries. In this volume, each chapter is dedicated to Kosovo’s bilateral relations with a selected state with which it has established diplomatic relations. The book shows that Kosovo has been able to develop and achieve strong bilateral relations with major allies and partners. It argues that Kosovo’s foreign policy aims to develop, maintain, and enhance the position of the young state on the international stage. The volume bridges various methodological and disciplinary approaches in order to present Kosovo’s foreign policy objectives and the trajectory of its relations with some of its most important international partners. This book will be of interest to students of Balkan politics, state-building, foreign policy, and International Relations.

This book is the first to provide a comprehensive and systematic analysis of the foreign policy of Bosnia and Herzegovina, a post-conflict country with an active agency in international affairs. Bridging academic and policy debates, the book summarizes and further examines the first twenty-five years of BiH’s foreign policy following the country’s independence from Yugoslavia in 1992. Topics covered include conflict and post-conflict periods, Euro-Atlantic integration, political affairs on both local and regional levels, integration with a variety of international organizations and actors, neighboring states, bilateral relations with relevant other states including the United States, Russia, selected EU countries, and Turkey, as well as BiH’s diaspora. The book highlights that despite their apparent weakness, post-conflict states have agency to carry out foreign policy goals and engage with the international sphere, including in geopolitics, and thus provides a novel insight into weak states and their role in international politics.

When EU member states signed the Treaty of Lisbon in 2007, they did not anticipate the manifold crises in store for them over the following years. Instead of the intended consolidation of a Union which had just gone through its most profound modernisation and biggest round of enlargements, the EU has since then had to weather a wide range of political, economic, social, legal, health and even military crises with major repercussions within and beyond its own territory. Indeed, this time of polycrisis has induced change on many levels: Across the continent and its many fora of European supra-, trans- and international collaboration, established institutions, rule systems and normative frameworks have been put into question and power balances have been shifting. Against this background, actors from social, political, economic and cultural life have sought new ways to overcome the manifold pressing problems of their time, be it through intensified collaboration or attempts to increasingly resolve issues at the national level. This volume offers a compilation of case studies on EU crisis responses, covering the most impactful of the various crises the EU has had to face in recent years. It provides theoretical and conceptual guidelines for the study of political actors’ responses to crisis at all levels of the EU multilevel governance system and beyond.

This volume casts a fresh look on how the political spaces of the Western Balkan states (Croatia, Bosnia and Herzegovina, Serbia, Montenegro, Kosovo, Macedonia and Albania) are shaped, governed and transformed during the EU accession process. The contributors argue that EU conditionality in the Western Balkans does not work ‘effectively’ in terms of social change because rule transfer remains a ‘contested’ business, due to veto-players on the ground and strong legacies of the past. The volume examines specific policy areas, salient in the enlargement process and to a different degree incorporated in the accession criteria, as well as EU foreign policy in the spheres of post-conflict stabilisation, democratization and the rule of law promotion.

This book explores two festivals over ten years: Queer Zagreb and Ljubljana Gay and Lesbian Film Festival. Kajinić focuses on the festivals’ participation in a regional network of queer festivals and provides an insight into how these festivals and their audiences negotiated the limits of non-normativity in particularly intensive ways between 2002-2012. This book re-constructs the evolution of the border conflict between Croatia and Slovenia. The aim is to reveal the processes at work, the historical and contemporary circumstances, and the strategies and motives of the actors involved. The book highlights the roles of the European Union and of judicial third parties in the management of the conflict. Further, it considers the precedent-setting value of the Slovenian-Croatian conflict, the attempts at its resolution, and what they mean for the ongoing and prospective EU enlargement in South East Europe. Internal documents and interviews are at the heart of this process-tracing analysis, which discusses the third-party roles of the European Commission and the EU Council Presidency in 2008/2009 as a mediator-facilitator in the drafting stages of the arbitration agreement, and the judicial work of the arbitration tribunal and the EU Court of Justice. Lastly, the book offers policy recommendations on how to strengthen dispute resolution and solve current bilateral issues in the EU accession process.

Unions and unionisms are important because they offer an alternative form of politics to that of nation-states and nationalisms. They allow a wider variety of relations between a plurality of peoples, opening prospects of resolving territorial politics. But unionisms, as state- or polity-centred perspectives, are also typically power-centred, often using the resources of the polity to resist assertion by their members, thereby turning democratic challenges into secessionist ones. Unionisms in Times of Change: Brexit, Britain and the Balkans focusses on these two faces of unionisms: the flexible alternative to the nation state, and the assertor of central power. This book is particularly timely at a period when the unions of the British Isles and of Europe have been disrupted by the process of British exit from the European Union, creating new dilemmas and options for unionisms in Northern Ireland. The chapters in this volume map the conceptual structure of unionisms; the ways unions are defined and defended in Northern Ireland, the United Kingdom, the European Union, the Balkans and Moldova; the ways they deal with challenge, conflict and change; the prospects of negotiation; the ways unionisms move from flexibility and accommodation to repression and back; and the opportunities for agreement and conflict resolution. How do emerging states obtain international recognition and secure membership of international organisations in contemporary world politics? This book provides the first in-depth study of Kosovo’s diplomatic approach to becoming a sovereign state by obtaining international recognition and securing membership of international organisations. Analysing the everyday diplomatic discourses, performances, and entanglements, this book contends that state-becoming is not wholly determined by systemic factors, normative institutions, or the preferences of great powers; the diplomatic agency of the fledgling state plays a far more important role than is generally acknowledged. Drawing on institutional ethnographic research and first-hand observations, this book argues that Kosovo’s diplomatic success in consolidating its sovereign statehood has been the situational assemblage of multiple discourses, practiced through a broad variety of performative actions, and shaped by a complex entanglement with global assemblages of norms, actors, relations, and events. Accordingly, this book contributes to expanding our understanding of the everyday diplomatic agency of emerging states and the changing norms, politics, and practices regarding the diplomatic recognition of states and their admission to international society.
