This book is a pioneering analysis of the deliberative systems approach in Taiwan, extending an understanding of Taiwanese democratic politics and consolidating links between theoretical development and a practical application of deliberative practices. As a front-runner of new democracies in Asia and a relatively open society, Taiwan provides a model for deliberative governance, with a view towards institutional innovation and increasing democratisation. This book considers how components within the intricate web of micro- and macro- deliberative systems perform different functions, complement each other, and contribute both to policy change and democratic innovation. Specific cases are provided – such as participatory budgeting in Taipei City and the government-academia alliance model – to demonstrate the long-term systemic effects of mini-publics and citizen actions. In addition, the book proposes the possibility of deliberative democracy for other countries in the world, alongside various policy issues, including mini-publics, e-participation, co-governance, citizen science, negotiation mechanisms, and the deliberative practices of indigenous peoples. For deliberative democrats, the strength of any democracy is public deliberation, the frequent and reasoned discussion between citizens on political issues. Despite all the theoretical claims made about deliberative systems, the question remains how to empirically assess both the legitimacy and function of deliberative systems in the real world and how individual sites of deliberation interact within the larger political system. In other words, what is the legitimacy of each individual component and under which conditions can these components improve the legitimacy of the wider system? These are the central research questions for this book looking particularly through the prism of the citizen-led mini-public G1000 in Belgium, which grew out of a feeling of deep democratic crisis. Offering empirically measurable translations of philosophical concepts, the book enhances our understanding of how political systems function, and of the viability of a deliberative democracy at a larger scale. Finally, it provokes fundamental normative questions on how we want to shape our society, especially divided ones. This text will be of key interest to scholars, students and practitioners of deliberative democracy, and to those interested in democratic theory and more broadly political science, communication, sociology, and philosophy.

Deliberative democracy – whereby people debate competing ideas before agreeing upon political action – must surely rest on its capacity to include all points of view. But how does this inclusive framework engage with activism that occurs outside of, and in opposition to, deliberative systems themselves? Activism, Inclusion, and the Challenges of Deliberative Democracy challenges the inherent contradiction of a framework that includes activism but doesn’t require sustained exchange with activists, instead measuring the value of their efforts in terms of broader deliberative democratic outcomes. Through the examples of ACT UP, Black Lives Matter, and other contemporary activism, Anna Drake explores the systemic oppression that prevents activists from participating in deliberative systems as equals. This nuanced study concludes that deliberative democrats must address activism on its own terms, external to and separate from deliberative systems that are shaped by injustices. Only then can activism’s distinct democratic contribution be taken seriously.

Civil disobedience is a public, nonviolent, conscientious yet political act, contrary to law, carried out to communicate opposition to law and policy of government. This book presents a theory of civil disobedience that draws on ideas associated with deliberative democracy. This book explores the ethics of civil disobedience in democratic societies. It revisits the theoretical literature on civil disobedience with a view to taking a fresh look at long-standing questions: When is civil disobedience a justified method of political protest? What role, if any, does it play in democratic politics? Is there a moral right to civil disobedience in a democratic society? And how should a democratic state respond to citizens who commit civil disobedience? The answers given to these questions add up to a coherent and distinctive theory of civil disobedience, which draws on ideas associated with deliberative democracy to forge an account that improves upon prominent approaches to this subject. Deliberative democracy is a diverse and rapidly growing field of research. But how can deliberative democracy be studied? Research Methods in Deliberative Democracy provides a unique collection of over 30 methods to study deliberative democracy. Written in an accessible style, it provides guidance for scholars and students on how to conduct rigorous and creative research on the public sphere, structured forums, and political institutions. Each chapter introduces a particular method, elaborates its utility in deliberative democracy research, and provides guidance on its application, as well as illustrations from previous studies. This book celebrates the methodological pluralism in the field, and hopes to inspire scholars to undertake methodologically robust, intellectually creative, and politically relevant empirical research.

From small-scale experiments, deliberative mini-publics have recently taken a constitutional turn in Europe. Iceland and Ireland have turned to deliberative democracy to reform their constitutions. Estonia, Luxembourg and Romania have also experienced constitutional process in a deliberative mode. In Belgium the G1000, a citizen-led initiative of deliberative democracy, has fostered a wider societal debate about the role and place of citizens in the country's democracy. At the same time, European institutions have introduced different forms of deliberative democracy as a way to connect citizens back in. These empirical cases are emblematic of a possibly constitutional turn in deliberative democracy in Europe. The purpose of this book is to critically assess these developments, bringing together academics involved in the designing of these news forms of constitutional deliberative democracy with the theorists who propagated the ideas and evaluated democratic standards.
